Position Summary
The Utility Service Specialist-II handles the more complex functions of Utilities Customer Service. If assigned to Construction, the incumbent works directly with developers, builders and contractors in establishing connections to the City's water and wastewater system. If assigned to Collections, the incumbent analyzes and processes delinquent accounts for disconnect; process bankruptcy accounts, NSF / ACH returned payments, or uncollectable accounts. The incumbents in these two areas cross train and back each other up.
Education, Training, Experience, Certifications, Licenses and Registrations
Education / higher education : High School Graduate or equivalent
Minimum number of years of directly related experience : Two years in utilities accounts, contracts, and / or light bookkeeping for balancing cash reports and computer skills.
Education and / or experience preferences : Associate's degree in business, engineering technology, building inspections
Driver's License requirement : Infrequent Driver Regular Driver's License Required Endorsements : None

Knowledge, Skills and Abilities
Knowledge : Water and wastewater ordinances. Procedures for managing customer accounts. H T E software. The construction permit process. Fee schedules and utility account structures. Business English, spelling and elementary algebraic concepts. Intermediate computer applications such as Word, spreadsheets, e-mail systems and calendar management systems; ability to learn computer applications and systems as needed. Modern office practices and procedures. Filing, indexing, cross-referencing, and records management. Telephone etiquette and customer service techniques.
Skills : Must be able to type rapidly and accurately enough to successfully produce documents / spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position (must test at or above 30 net words per minute). Use of technology, equipment and software typically used in the office environment. Performing data entry, operating adding machines or calculators, in analyzing accounts and reports. Accurately proofread numerical and text data; Understand and follow oral and written instructions. Organize, coordinate and complete tasks to meet scheduled deadlines. Perform necessary procedural matters without immediate supervision. Working with customers, especially those who are irate or demonstrate unpleasant behavior.
Abilities : Read and interpret maps. Write instructions, complete forms, and operate complex software. Read and comprehend instructions, short correspondence, memos, write simple correspondence, Communicate effectively both orally and in writing. Establish and maintain effective, professional working relationships with other City staff, contractors, public officials and the general public.
Interaction with Groups / Agencies / Entities : Internal : Works with the Public Works Director and Managers, Utility Services Divison Manager and Supervisor, Utility Billing Specialist, Accounting Manager, Engineering, City Development, and all City's agents as needed. External : Works with contractors, government agencies, consultants, and the general public on water and wastewater accounts, resolves complaints, and assists with new development projects.
Essential Functions
The following functions are typical for this position. The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position. Other duties may be required and assigned.
If assigned to Construction :
- Interact directly with developers, builders and contractors, in person, by phone or in writing, who will be connecting to the City's water and wastewater system, research, determine and collect all fees and charges and process new service applications.
- Initiate and coordinate work orders to the City's Contract Operator for all meter and meter box installations and coordinating the inspections for the installations.
- Coordinate refunds for prorata agreements for service line extensions are processed and recorded.
- Assist Utility Services Division Manager and Utility Services Supervisor with the Automatic Meter Read (AMR) system for new installations and replacement of existing meters. Input information from the retired meters into the HTE system for closed-out; tracks disposal of asset. Input new meter inventory and new service dates. Update the water service accounts, adding the new serial numbers. Re-sequence the new meter within the meter reading routes.
- Assists Billing Specialist in the analysis and determination of steps for corrective action for wrong meter number assignments, initial and final meter readings, adjustments for leaks, and exception lists generated on a daily basis.
- Hydrant Meters - Set up new accounts for rental to contractors, issue rental permits, maintain records, bill monthly, and hydrant meter readings.
- Bulk-Fill Station - Set up pre-paid accounts for Bulk Fill Station, monitor and reconcile water usage, generate individual account activity for each cutomer.
- Tracking and reconciling of new meter installations, change outs, and rehabs.
- Assumes the duties of the Utility Services Specialist-II (Collections) in their absence.
