A Journeyman Lineworker is a certified position. The position is responsible to construct and maintain overhead and underground electric circuits and equipment, to provide reliable electric service to the Utility’s electric customers. This position requires independent judgment to trouble shoot and restore electric service. Work is performed under the general supervision of the Electric Superintendent and Lead Lineworkers. This position has direct contact with customers.
 
Work involves moderate physical exertion, heavy lifting and exposure to inclement weather and limited office work. The hazardous conditions of working with high-voltage energized lines and equipment are a critical factor of this job.

  • Operates diggers, bucket trucks and hand tools near or around electrical distribution and/or transmission lines. Operates live-line tools to connect and disconnect distribution lines and components. Installs primary and secondary overhead and underground electrical systems. Locates underground electric faults to repair. 
  • Prepares and secures safe work sites, including truck and equipment setup, placement of warning signs and cones, traffic control and direction and more. Conducts tailboard meetings to review projects and safety.
  • Operates the electric SCADA system to monitor system health. Operate controls, evaluate circuit performance, and load, and investigate outage conditions. 
  • Respond to customer inquiries and complaints and perform corrective measures. In addition, communicates with customers to provide notice of planned system outages. 
  • Performs work tasks at active sites to plan, direct, and oversee system and equipment maintenance and repair tasks. Works onsite to recommend operational changes and safety improvements, and to evaluate safety compliance tasks. 
  • Install, repair, and maintain City/Municipal Street lighting.
  • Monitors system tree trimming, and removal needs and ensures clearance program compliance. Works with city employees to trim and remove trees and brush.
  • Assist in oversight of the utility’s apprentice lineworker program, including education and mentorship, and recommending advancement through the program.
  • Complete and maintain work orders, outage reports, timesheets, preflight checklist, tailgate meetings, and inventory systems. Maintains records and prepares reports as directed.  Conducts system inspections and reports findings. 
  • Learn and manage I-works software for equipment and material management.
  • Maintains GIS software applications and databases including electric service details, circuit identification, overhead and underground systems inspections, equipment maintenance takes, and other records directed. 
  • Compiles with the River Fals Utilities safety programs, and guidelines and regulations set by the National Safety Code (NESC). 
  • Installs electric meters, including current transformer (CTs) and voltage transformer (VTs)as necessary, at customer premises, including temporary and permanent services.
  • Assist the meter technician with the maintenance and repair of electric meters, CTs and VTs. Maintains grounds and facilities, such as our substations, ice and snow removal, custodial tasks, and similar assign tasks.
  • Attend various trainings throughout the year for safety and certification requirements.
  • Perform mid-level data analysis, including audit, deduce, assess, conclude, and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.
  • Utilize a wide variety of advisory data and information, such as work orders; staking sheets; utility maps and diagrams; construction specifications; technical operating manuals; city and utility policies and procedures; guidelines; non-routine correspondence; Wisconsin Department of Transportation rules and regulations; and safety rules and manuals. 
  • Must classify, compute, and tabulate data and information, following a prescribed plan requiring the exercise of some individual judgment, with
     reference to established criteria/standards. 
  • Compare, count, differentiate, measure, and sort information, as well as assemble, copy, record, and transcribe data and information.
  • Must explain, demonstrate, and clarify to others within well-established policies, procedures, and standards. 
  • Excellent communication skills oral and written.
  • Understand and follow all safety practices and procedures. 
  • Possess a thorough understanding of the materials and equipment used including methods of repair, maintenance, and construction procedures of utility electric systems and equipment.
  • Strong aptitude for math, electric theory, electronics, and computers. 
  • Respond to emergency situations in a timely manner.
  • Work independently and in a team environment.
  • Display sensitivity to public opinion and property owner’s rights.
  • Must be able to learn new software and adapt to changing technologies.
QUALIFICATIONS
Minimum:
  • High school diploma or GED
  • Valid Class A Commercial Driver's License
  • Documented Journeyman Lineworker Certification
  • First Aid/CPR Certification
  • Forklift Certification 
  • Must be able to work week-long standby hours and emergency call outs.
 Preferred:
  • Additional technical in electrical systems training.
  • One to three years of experience as a Journeyman Lineworker.

WORKING CONDITIONS
Work is performed in both indoor and outdoor environments depending on projects/tasks. 

  • On a frequent basis exposed to moving mechanical parts; high, precarious places; confined spaces with energized high voltage cables; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock, flash, or explosion; and vibration.
  • Is frequently exposed to wet and/or humid conditions, extreme cold, and extreme heat.  
  • The noise level in the work environment may be very loud.
  • While performing the duties of this job, the employee must switch high voltage systems, and assist with pole and vault rescue.  
  • Required to walk on uneven surfaces.
  • Required to use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.  
  • On a frequent basis is required to climb or balance; and stoop, kneel, crouch, or crawl.
  • Required to sit and stand for various periods of time.
  • Must be able to lift and/or move up to 75 pounds on a regular basis and occasionally lift 30 pounds overhead.
