The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of UTILITIES WATER SYSTEMS OPERATIONS MANAGER (NON-CALSSIFIED) to fill one (1) vacancy in the Water Operations Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
Under general direction, the Utilities Water Systems Operations Manager is to plan, manage, supervise, and coordinate the activities and operations of the Water Operations and/or Field Division within the Public Utilities Department including water transmission and distribution, water treatment, water production, recycled water, non-potable water, and overall water system operations. The Utilities Water Systems Operations Manager is to coordinate assigned activities with other divisions, departments, and outside agencies and to provide highly responsible and complex administrative support to the Assistant General Manager/Water Delivery.
- Develop and participate in the implementation of the principles, practices, techniques, materials and equipment utilized in the operation and maintenance of a large complex water treatment, distribution, recycled water, and non-potable systems.
- Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
- Leads, plans, organizes, integrates and evaluates the work of the Water Operations and/or Field functions through assigned supervisors and staff through established goals and performance measures.
- Manage, supervise, coordinate, and review all water system operation/construction and/or maintenance activities including Domestic Water, Recycled Water, and non-potable systems.
- Determine scope of projects; review plans and specifications for major projects; make operational decisions on water production, basin management, and the construction and maintenance, testing and repair of rotating mechanical equipment, wells, pumps, motors, electrical systems, etc., and establish technical criteria and standards.
- Assists in development and implementation of Water Operations and/or Field Division business plans, programs, processes, procedures and policies required to achieve strategic initiatives and overall division results in alignment with City objectives and priorities related to the City's water, recycled water, and non-potable systems.
- Guide and assist subordinates in the solution of difficult engineering, construction, operating, and maintenance problems.
- Assist Utilities General Manager and Utilities Assistant General Manager/ Water Delivery in explaining and interpreting division policies, problems and proposals to City officials, other agencies and the general public.
- Administer ground water basin management, water rights, assessments, and taxes.
- Ensures all federal and state regulatory requirements for water, recycled water, non-potable water facilities, and potable water storage are met.
- Enforce litigation agreements with responsible parties to ensure protection of the City's water supply.
- Establish and review system operation criteria.
- Select and manage professional consultants.
- Coordinate Water Operations and/or Field activities with other City departments, and sections and with outside agencies.
- Develop emergency preparedness procedures for responding to emergencies and disasters; participate in preparing the department disaster response training and procedures.
- Participate in and implement physical security policies, procedures and processes.
- Represent the City's interest as a water system subject matter expert with City departments, outside agencies, regulatory agencies, and in litigation matters.
- Prepare a variety of reports, correspondence and special studies.
- Respond to difficult citizen inquiries and complaints.
- Prepare and administer the Water Operations and/or Field Division budget.
- Select, supervise, train and evaluate technical and professional subordinates.
Necessary Special Requirement:
- Possession of an appropriate, valid California motor vehicle operator's license.
- Possession of, or ability to obtain within one year, a valid California D2 Water Distribution Operator Certification and California T2 Water Treatment Operator Certification as the Manager has overall responsibility for the day-to-day, hands-on, operation of a water treatment facility and distribution system as determined by the California Division of Drinking Water. Presently, the Riverside Public Utilities' Water Treatment system is rated as a T4 facility and the Water Distribution system is rated as a D5 facility.
Highly Desired Qualifications:
T4/D5 certifications
1 year of experience with potentially responsible parties
1 year experience with water system litigation
1 year of experience coordinating with outside agencies
