The City of Roanoke is seeking a Director of Planning, Building, and Development to manage, direct and perform comprehensive planning functions. The successful candidate will ensure adherence to all zoning, building construction, and site development regulations; direct enforcement of property maintenance codes and nuisance abatement codes; and direct management of community development projects using HUD funds. This position requires a bachelor's degree from four-year college or university with major in public administration, planning, architecture urban design, or business administration. Master's degree required in a related field. Eight to ten years related experience and/or training in planning; or equivalent combination of education and experience including considerable management. Must be a City resident or secure residence within the City limits within 12 months of employment.

Manages, directs and performs comprehensive planning functions. Ensures adherence to all zoning, building construction, and site development regulations. Directs enforcement of property maintenance codes and nuisance abatement codes. Directs management of community development projects using HUD funds.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Responsibilities entail accountability based on measurable cost effective results for the substance, efficiency, productivity and quality of activities performed by four divisions: Planning & Neighborhood Services, Community Resources, Building Safety, and Code Enforcement.
Provides or makes arrangements for providing the technical and advisory information required by City Council, Planning Commission, Board of Zoning Appeals, Architectural Review Board, Building & Fire Code Board of Appeals, and other municipal officials on matters relating to development codes and recommends amendments to develop codes.
Directs the development of a long-range comprehensive plan for the balanced development of the community
Coordinates the administration of all applicable new construction and building code regulations through the support of the Building Commissioner
Provides for the administration of the subdivision and zoning, stormwater management, and erosion and sediment codes
Directs the preparation and management of departmental budgets
Stays abreast of regional issues
Conducts feasibility studies of proposed developments and expansions
Serves as ex-officio member of service district board(s)
SUPERVISORY RESPONSIBILITIES
Manages four division supervisors who supervise approximately 53 employees in Planning Building and Development Is responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS
