This is a non-exempt position.SUMMARYPerforms support and technical assistance in a customer service environment that creates a "one- stop service" to citizens, contractors, developers and departments in the review of basic building, zoning and development applications and processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Provides technical assistance and review of basic and complex building, zoning, and development applications and processes.
Provides information and referral on basic planning and housing activities including Planning Commission, Architectural Review Board, Board of Zoning Appeals, and Rental Housing Inspection Program
Provides general and detailed information regarding applicable governmental regulations and requirements for simple and complex building, zoning, and development permits to walk-in and telephone customers
Processes applications and requests for building, zoning and development permits, inspections and certificates/verifications such as: building, zoning, development, subdivision, signs, flood plains, electrical, amusement devices, plumbing, mechanical, certificates of occupancy, cross connection, sewer lateral/connection, street opening, fire alarm/suppression, utility/commercial, storage tank, elevators, demolition and change of use
Works with other building, zoning, development and planning staff in providing customer service on simple and complex projects and coordinates with other city departments as needed
Assesses fees for permits and inspections and issues payment vouchers
Coaches and trains other center personnel, as directed
Issues approval of selected zoning and development permit applications (i.e. minor building additions, pools, fences and decks)
Accepts and forwards complaints/requests regarding building, zoning and development code enforcement for investigation
Coordinates routine applications and projects with internal and external providers of utilities, insurance and licenses
Maintains relevant files, maps and data bases for reference and inspection purposes
Assesses fees for permit and inspection, managing accounts receivable as directed

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) supplemented with advanced training in building and development; minimum of 2 years experience and demonstrated proficiency as Permit Technician I; must maintain ICC Permit Technician certification. LANGUAGE SKILLS
Ability to read and interpret documents such as laws, policies, regulations, safety rules, operating and maintenance instructions, and procedure manuals. Ability to respond effectively to inquiries orally and in writing. Ability to effectively present information and respond to questions from managers, customers, and the general public.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
