General Description

The position manages the personnel and overall operations for the parks system to create a team- oriented, collaborative work ethic, including ensuring safe, efficient and innovative recreational opportunities, park system development and operations. This position works under the general supervision of the Director.

This is an AFSCME Local 1917 position.

Essential Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily.

  • Monitors staffing needs to maintain adequate coverage while allowing for time off. Approves time off requests for direct reports, assigns seasonal staff to specific locations and approves the Division's payroll.
  • Oversees the work of and manages directly reporting subordinate staff. Provides direction to keep staff efforts aligned with goals.
  • Assists with interviewing and the selection of new full-time and regular part-time Park Ranger employees. Provides training and instructions on an ongoing basis, staff coaching and counseling; reviews work; gives advice and recommendations.
  • Maintains training records and ensures all staff are up to date on required training.
  • Develops and recommends the annual Division budget to the Director and Deputy Director; forecasts necessary funding for operational needs, staff, and equipment. Monitors budget, contracts, and outside services. Identifies problem areas and recommends refinements; authorizes expenditures; projects anticipated revenues.
  • Develops long range service philosophy and implements with the Director and Deputy Director to assist in meeting the City's strategic goals and initiatives.
  • Provides leadership, develops work plans and strategies to meet both short term and long-term operational needs; develops and directs the implementation of goals, objectives and work standards to ensure success; ensures clear direction, proper implementation, and expected goal outcomes.
  • Develops and implements parks system operating policies and procedures. Develops standard operating procedures and manuals for implementation. Reviews performance measure tracking for the Division.
  • Working with the Director and Deputy Director, prepares yearly Capital Improvement Plan (CIP) project recommendations for submission to the CIP committee.
  • Develops and prepares bids, contracts, and related reports specific to Division operations. Assists in the development and evaluation of requests for proposal and bid documents as well as selection of contracted services and equipment purchases.
  • As an occasional project manager works with the Purchasing Division, oversees bid preparation and contracts for the Parks Division pertaining to smaller capital projects.
  • Conducts ongoing field inspections of all parklands, facilities, programs, and any related new construction projects or renovations.
  • Collaborates with Grounds Maintenance Manager to prioritize maintenance activities in parks.
  • Works with Facilities Manager to coordinate needed building maintenance and improvements.
  • Responsible, through direction of direct reports, for daily operations of City parks.
  • Working with the Mayor's Office, coordinates logistics and operational support for the Festival of the Hills and other events.
  • Responsible for monitoring, training, and implementation of risk management and ADA compliance and improvement. Expected to keep up with current related techniques and changes.

Required Minimum Qualifications / Desirable Qualifications

MINIMUM REQUIRED QUALIFICATIONS

  • Bachelor Degree in Parks and Recreation Management, Natural Resources Management, or a closely related field.
  • Five (5) years related experience coordinating or managing a park operation
  • Minimum of two (2) years supervisory experience within the Parks and Recreation field.
  • Certified Parks and Recreation Professional (CPRP) through the National Recreation and Park Association, or ability to obtain certification within one year of selection for position.
  • Intermediate proficiency of office computers and related applications
  • Valid Michigan Driver's License with no more than 4 points currently on record.
  • PREFERRED QUALIFICATIONS

  • Master's Degree in Parks and Recreation Management, Natural Resources Management, or a closely related field.

New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City's annual review process.
