Appraiser

Performs the general and technical work involved in the appraisal and valuation of real and personal property for the development of the Assessment Roll.  Provides courteous and effective customer service to the public through the assessing process.

This is a Rochester Hills GELC position.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

1. Performs appraisals of all classifications of property for assessment purposes.
2. Performs reappraisal projects of all classifications of property, under the supervision of the Deputy or Supervisor.
3. Performs exterior maintenance projects (includes data collection and verification of the exterior of properties).  
4. Creates maps used in the field and for analysis.
5. Assists in the development and maintenance of the personal property Assessment Roll.
6. Records and processes building permits.  Inspects, measures, collects data, and performs drawings and calculations for new construction and existing property.
7. Analyzes sales to identify and establish trends and influences on property values. 
8. Interprets and implements state guidelines, laws and appraisal procedures.
9. Prepares documentation and defends assessments appealed before the Board of Review and Michigan Tax Tribunal.
10. Addresses and resolves inquiries and concerns.
11. Other duties as assigned.

• Associates degree or two (2) years of college course work in business, real estate, finance or a related field; AND three (3) years of related experience; OR
• High School diploma or GED equivalent AND six (6) years of related experience.
• State of Michigan Certified Assessing Officer (MCAO) (2).
• State of Michigan Certified Personal Property Examiners (MCPPE).
• State of Michigan drivers license with acceptable driving record.
• Knowledge of computer assisted mass appraisal (CAMA) system.
• Intermediate proficiency with office computers and related applications.

• This work involves occasional lifting of up to 50 pounds within a limited range for access to storage boxes; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
• Work may involve mobility over rough or difficult terrain, and could include snow/ice conditions, moderate risks or discomforts that require special safety precautions.  The employee may be required to use protective clothing or equipment such as masks, coats, boots, gloves or shield.

Examination Information:
Performance Test:  To evaluate intermediate skill with Word, Excel, and Power Point (70% passing).
  
Oral Evaluation of Qualifications:  To evaluate technical knowledge, decision-making/problem solving skills, employment history, communication skills, and other factors related to successful performance in this position.

Note Regarding Starting Wage:  Each position at the City of Rochester Hills has an assigned Pay Grade consisting of 6 steps.  New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City’s annual review process. The City will evaluate the applicant’s skills and experience to determine whether a higher Step placement is appropriate.
