Assistant Traffic Engineer
Public Works - Engineering Division
Nature of Work
The Assistant Traffic Engineer performs technical civil engineering work for public infrastructure projects. Responsibilities include, but are not limited to: conducting traffic investigations and writing reports, performing and managing traffic operations studies, providing recommendations, and creating work orders for implementing solutions in conformance with the Minnesota Manual on Uniform Traffic Control Devices (MnMUTCD).
Employees regularly communicate and collaborate with consultants, designers, contractors, sub-contractors, property owners, utility companies, other departments, divisions and others involved in or affected by projects and are required to make independent decisions in resolving most problems, but informing the supervisor of unusual or controversial problems. This position is directly involved with various departmental and divisional efforts and City endeavors in providing a safe and efficient transportation system.
Pay: The starting salary range is $82,338 - $96,868 per year, depending on qualifications with advancement to $121,086.
DUTIES AND RESPONSIBILITIES
- Provide internal and external customer service and represent the Public Works Department in relationships with service providers, citizens, and other agencies.
- Respond to inquiries, complaints, and requests for information regarding unsafe or undesirable traffic conditions, and parking issues and services.
- Assist and coordinate with other City departments on contracts, claims, appeals, and other matters.
- Represent the City regarding parking and traffic issues and act as a liaison between other governmental agencies as assigned.
- Conduct presentations and trainings on complex and technical information to City Council, Commissions, neighborhood groups, and professional organizations.
- Develop and maintain positive and effective working relationships with all customers, other government agencies, and City staff.
- Develop temporary traffic control plans for City projects, and review temporary traffic control plans for right-of-way obstruction permits.
- Under direction of the supervisor, review and respond to special event requests such as parades, marathons, fund raising events, and other events that require the use of the City's transportation system.
- Respond to requests for crash history and traffic count information.
- Assist with all aspects of the City's traffic/transportation related programs such as: The Neighborhood Traffic Management Program, and The Residential Permit Parking Program.
- Review and manage traffic, transportation, and parking construction projects.
- Design transportation engineering projects, including specifications for traffic signals, traffic signs and markings, street lighting, channelization, traffic calming measures, and parking facilities.
- Provide Project Management oversight of all assigned traffic/transportation and parking related Capital Improvement Program (CIP) projects.
- Assist in the review of street layouts, designs, traffic impact reports, and other reports for new developments.
- Coordinate traffic control/detours for major street and highway projects for the City or other agencies.
- Administer the request for proposal (RFP) process in accordance with the City and state regulations.
- Select an evaluation committee to review RFPs that are submitted.
- Make a recommendation for the contract awards to City Council; draft the contract agreements for approval.
- Negotiate, prepare, and obtain City Council approval of construction documents.
- May undertake signal timing and other operational projects.

MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in civil engineering or closely related field from an accredited four-year college or university.
Licenses and/or Certifications
Valid Driver's License
Engineer in Training (EIT) License
Desirable Qualifications
A minimum of two (2) years of experience in municipal engineering or related field.
Minnesota Professional Engineer License, or ability to obtain within two years.
Professional Traffic Operations Engineer Certification.
Experience using traffic simulation software such as Synchro, SimTraffic, VISSIM, or similar.
