Nature of Work
The Civil Design Engineer oversees engineering work for Public Works programs and capital projects, including planning, design, and construction. Responsibilities include managing staff in design, survey, and material testing; ensuring regulatory compliance, leading infrastructure projects, and handling engineering administration. This role collaborates with city departments, developers, consultants, and the public while conducting occasional site inspections.
Starting salary is $106,719 to $125,551, with advancement to $156,939.

Public Infrastructure & Capital Projects Management*
Education and Experience
A Bachelor's Degree in Civil Engineering or related field from an accredited college or university and four (4) years of progressively responsible experience in municipal engineering practices and principles.
Experience with Autodesk Civil 3D.
OR
An equivalent combination of education to successfully perform the essential duties of the job may be substituted for the required amount of experience.

Supervisory experience leading technical and/or professional employees.

Public Infrastructure & Capital Projects Management*
- Lead design and management of public infrastructure and capital improvement projects, ensuring compliance with federal, state, and local regulations.
- Conduct planning, engineering analysis, and preliminary design for projects, including material specifications and layouts.
- Oversee budgeting, scheduling, permitting, and bid preparation for infrastructure projects.
- Serve as Project Manager and licensed Engineer, conducting site visits and ensuring compliance.
- Manage consultant work progress and deliverables.
- Manage and approve capital improvement project plans and specifications.
- Ensure projects meet engineering standards and negotiate changes with developers and consultants.
- Maintain infrastructure records, maps, and condition inspection programs.
- Conduct research, cost estimates, feasibility studies, and provide technical recommendations.
- Oversee procurement and project delivery methods.
- Lead updates to City Engineering Standards and Standard Detail Plates.
- Ensure compliance with public works regulations and research new products/methods.
- Oversee periodic review and revision of engineering standards.
- Direct and supervise staff in design, survey, and materials divisions, providing work direction and performance management.
- Oversee hiring, onboarding, coaching, and employee development in partnership with HR.
- Assist in budget planning and strategic priorities for the division.
