Nature of Work
The Project Manager is an advanced-level professional providing strategic, tactical, technical, and administrative work in conceptualizing, planning, designing and constructing a variety of City capital projects in support of the Destination Medical Center Initiative. The project manager is responsible delivering exceptionally high-quality projects of distinguished and masterful design. Work includes directing all phases of assigned projects which have substantial project budgets, complex coordination requirements, and implementation challenges. This position is responsible for effectively managing a variety of City capital construction projects to ensure that project goals and objectives are accomplished within the prescribed time frame, funding parameters, and according to contract documents. This individual will coordinate project efforts with other divisions, departments, outside agencies and community stakeholders
While the Project Manager will be expected to work in a variety of project areas, this position will have a targeted focus on urban design, walkable neighborhoods, community-oriented design principles, high quality public spaces, multimodal transportation, mode shift, all ages / all abilities active transportation networks, heavy civil infrastructure, and special studies and initiatives.
The starting salary is $88,718 to $104,375 with advancement to $130,469.

DUTIES AND RESPONSIBILITIES
- Project Management :
- Manage the development of project plans and specifications to meet defined outcomes by leveraging internal team relationships and utilizing external resources such as architects, engineers, contractors, or vendors as needed.
- Lead the project team to complete high quality projects that result in dynamic impacts to the community.
- Responsible for managing assigned projects throughout their full life cycle including the planning phase, scope establishment, consultant procurement and contract negotiations, along with leading steps of the various phases of design, right-of-way procurement, permitting, construction bidding, construction administration, project close-out and turnover.
- Proactively manages the budget, schedule, technical requirements, contractual / legal obligations, and stakeholder communications in support of the project's objectives, authoring city council documentation, and presenting the project to the city council.
- Maintain positive working relationships with all stakeholders and foster project buy-in through promoting the beneficial impacts of the planned outcomes.
- Coordinate project plans, schedules, and resources to optimize project execution and minimize disruptions.
- Monitor projects and produce periodic reports to communicate project status in clear and simple terms to stakeholders.
- Manage project expenses to ensure they remain within budget parameters and in compliance with internal procedures and controls.
- Provides quality reviews, risk analysis, and implement risk mitigation strategies.
- Ensure project close out is complete and all records and drawings are memorialized for long term knowledge transfer.
- Represent the City while attending meetings with residents, businesses, civic groups, disadvantaged communities, state and federal regulators, industry organizations, private partners and other stakeholders.
- Oversee the delivery of the project plan to successful completion which includes delivery of quality work, keeping projects on time, on budget, and to the city council's satisfaction.
- Urban, Transportation, and Infrastructure Design and Construction :
- Serve as the City's representative for delivery of high visibility Destination Medical Center multimodal transportation projects including mobility hubs, transit facilities, Business Access and Transit (BAT) lanes , park and ride facilities, bike facilities, and parking ramps.
- Serve as the City's representative for the design and construction of DMC heavy infrastructure projects including roadway reconstruction, bridges, water, storm sewer, sanitary sewer, and similar projects.
- Serve as the City's representative for the completion of urban plazas, urban parks, boulevard conversions, street scaping, traffic calming, complete streets, depaving, and riverfront transformation projects.
- Ensure all assigned projects meet the requirements of the Destination Medical Center District Design Guidelines and other applicable city standards.
- Work with consultants to prepare bid packages that meet city standards and Women / Minority-owned Business Enterprise program goals based on contract values.
- Key components of this role include acting as an owner's representative during the design and construction phases and managing consultants and contractors retained for project delivery, managing project finances, and the overall project delivery process.
- Coordinate with internal and external partners to address and problem-solve construction-related issues or concerns.
- Establish safety goals and plans for each project.
- Manage construction work quality and ensure it conforms to current city policies, technical standards, and ordinances.
- Collaborate with the communications team to develop a public outreach and engagement program to keep interested parties updated on active public infrastructure projects.

MINIMUM QUALIFICATIONS
Education and Experience A Bachelor's degree in Civil Engineering, Architecture, Landscape Architecture, Urban Planning / Design, Construction Management, Project Management, Business Administration, Public Administration, or closely related field from an accredited four-year college or university AND a minimum of three (3) years of full-time experience being a key part of a project team that delivers complex civil infrastructure, parks, or urban design type projects
An equivalent combination of education, certification and experience sufficient to successfully perform the essential duties of the position may be considered.
