What are the responsibilities and job description for the Building Maintenance Supervisor/RHA - Open Competitive Exam position at City of Rochester (NY)?
- Supervises, assigns, schedules and prioritizes assignments to meet criteria of Public Housing Assessment System (PHAS) for superior performance goals;
- Orders supplies and equipment required to maintain inventory and for projects;
- Plans, directs and demonstrates techniques for minor plumbing, electrical, carpentry and painting repairs;
- Works with management to address disciplinary problems, resolve grievances and other labor relations issues related to a unionized environment;
- Plans and oversees maintenance staff training;
- Reads and interprets blue prints and schematics;
- Implements and enforces safety policies through regular inspections of facilities and equipment;
- Trains and counsels staff in safety practices and meets regularly with them to address concerns;
- Prepares work order reports, vacancy turnaround reports and budget expenditure reports for management;
- Prepare operations budget estimates for normal maintenance and special project needs;
- Prepare bid specifications for projects to be completed by outside contractors and work with contractors to insure that work is done in compliance with contract requirements;
- Assists in the development of policies and procedures concerning building maintenance.
Three (3) years of supervisory experience,* PLUS 1, 2, or 3
- Six (6) years of experience in building maintenance operations performing skilled work in at least one of the following skilled trades: electrical, mechanical, plumbing, heating. OR
- A.A.S. degree** in Construction Trades or related field plus four (4) years of experience as described in 1. OR
- B.S. degree** in Construction Technology or related field plus three (3) years of experience as described in 1.
Special Requirement:
- Possession of a valid Class D Motor Vehicle Operator's license at time of appointment. This license must be maintained throughout employment in this position.
*Supervisory experience obtained concurrently with building maintenance operations experience will be counted.
**Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.
Building Maintenance and Repair: These questions test for knowledge of the basic principles, practices, and techniques essential to the proper maintenance and repair of various types of buildings, including such areas as building maintenance, preventive maintenance, and minor repair of building structures, electrical, and plumbing systems. This may include maintenance and repair of roofs, windows, walls, floors, millwork, insulation, masonry, pipes and valves, electrical wiring and switches, and painting. Questions may also include topics such as the proper tools and materials used in building maintenance and repair work as well as proper and safe practices and techniques when using these tools and materials.
Building Trades, including mechanical and electrical: These questions test for knowledge of the principles and practices involved in overseeing physical plant facilities and may include such areas as maintenance and repair activities involving carpentry, electrical systems, plumbing, and sanitary systems, heating and ventilating systems, painting, masonry work, roofing, and similar types of physical plant maintenance and upkeep.
Review and Interpretation of Plans and Specifications, and the Preparation of Estimates: These questions test for the ability to read and understand typical building plans, layouts, and technical specifications; and for the ability to calculate accurate estimates of material and labor costs.
Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
