This is a professional position in the Department of Environmental Services, Bureau of Architectural Engineering Services.  Employees of this class act as supervising engineers, responsible for coordinating all activities and supervising all staff associated with the completion of complex urban street design and reconstruction projects, either in the design or construction phase.  Employees of this class have wide latitude in decision-making, with the most critical decisions reviewed by the senior engineers or the administrative division head.  Performs related work as required.
  • Prepares project designs, proposals, and specifications and evaluates contractor's and consultant's designs and proposals for urban street design and reconstruction projects;
  • Analyzes existing data about the project site, identifying factors that will affect construction design and scheduling;
  • Prepares and supervises preparation of plans, layout drawings, specifications, and detail sheets for projects including cost estimates for materials and labor;
  • Coordinates the bid process, evaluating bids, contracts, and supporting documentation to determine compliance with project specifications;
  • Identifies alternative methods for completing a project, and prepares studies showing cost-effectiveness, timetables, and other impacts of each alternative;
  • Reviews project designs and specifications with design staff and contractors before construction begins, in order to identify possible problems with designs, quantities, or timetables;
  • Schedules and co-ordinates the work performed by contractors, sub-contractors, utilities, other governmental agencies, and other City divisions in order to assure work progresses in a timely and cost-efficient manner;
  • gress reports regarding the status of projects under construction to document work progress and contractor's compliance to specifications and timetables;
  • Recommends approval or disapproval of contractors and consultants payments and requests for time extensions;
  • Identifies training needs of technical staff, and recommends personnel actions such as promotion or discipline.
  1. Bachelor's degree in Civil Engineering**, possession of an N.Y.S.P.E. license or possession of N.Y.S. certification for Engineer-In-Training AND four (4) years of *professional civil engineering experience, three (3) years of which must be involved with the design or construction of urban street systems;   OR 
  1. Bachelor's degree in Civil Engineering Technology** AND five (5) years of *professional civil engineering experience, four (4) years of which must be involved with the design or construction of urban street systems;   OR 
  1. Bachelor's degree in Mechanical** or Chemical** Engineering or other closely related degree,  AND six (6) years of *professional civil engineering experience,   five (5) years of which must be involved with the design or construction of urban street systems;

 AND

  1. Two (2) years of experience supervising a technical engineering staff.  (This experience may be acquired concurrently with 1., 2., OR 3.).

 NOTE:  A Master's degree in Civil Engineering may substitute for one (1) year of non-supervisory experience.

SPECIAL REQUIREMENTS:

  • New York State Class D Driver's License at the time of appointment.  This licensure must be maintained throughout employment in this position.
  • Employees must provide a car for daily use on assignments.

 

*Professional Civil Engineering is experience gained after the degree is acquired and is defined as experience coping with the complexities of public health, sanitation, traffic flow in urbanized areas, and city planning.  Engineers plan and design bridges, highways, and other means of transportation required to satisfy indentified needs.

 

**Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination.  If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration Unit.  Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in the removal of your name from this list.

Scopes/Subjects of Examination:  A test designed to evaluate knowledge, skills and/or abilities in the following areas. Preparing Written Material:  These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly.  For some questions, you will be given information in two or three sentences followed by four restatements of the information.  You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order.  You must then choose, from four suggestions, the best order for the sentences.  

 

Principles and Practices of Civil Engineering:   These questions test for knowledge of engineering concepts and their practical applications to the construction, operation and maintenance of public works projects, including roadways, bridges, buildings, water and sewage systems and similar types of infrastructure.   

 

Engineering Plans, Specifications and Estimates:   These questions test for knowledge of and the ability to read and interpret construction drawings and technical specifications, and for the ability to calculate cost and quantity estimates from technical presentations and/or engineering and construction drawings.  Knowledge of estimating techniques and the proper method of construction for specified projects will be required.  

 

Methods and Materials of Construction:   These questions test for knowledge of the proper procedures and materials used in the construction, maintenance and repair of various types of public works projects, including such typical construction work as excavations, roadways, embankments, and building and related structural improvements.  

 

Construction, Reconstruction and Repair of Streets, Sewers, Waterlines and Other Related Structures:  These questions test for knowledge of the engineering concepts, practices, testing procedures, materials and computations used in the installation, repair and upkeep of streets, curbs, sidewalks, abutments, retaining walls, sewage and water systems, and related appurtenances.   

 

Administrative Supervision:  These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors.  Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives.  These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

  • The New York State Department of Civil Service has not prepared a test guide for this examination.  However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test.  This publication is available on line at:  https://www.cs.ny.gov/testing/testguides.cfm.
  • The Central Library of Rochester and Monroe County MAY have exam-related material, as well as, other branches. (i.e., CSEA Exam Preparation booklets)
