General Description
The Rochester City Council is seeking an experienced attorney to serve as their chief legal advisor. The Legal Counsel to City Council will be responsible for representing and advising City Council in all matters of law, with the exception of representing City Council in any legal proceedings commenced by or brought against City Council. Additional responsibilities will include researching, providing legal advice, and drafting all legislative and policy proposals put forth by City Council and reviewing, researching, and providing legal advice to City Council on all legislative proposals put forth by the City Administration.
CITY RESIDENCY IS REQUIRED WITHIN ONE YEAR OF HIRE
Typical Work Activities
- Serves as the chief legal advisor for City Council by representing and advising City Council in all matters of law, with the exception of representing City Council in any legal proceedings commenced by or brought against City Council;
- Researches, provides legal advice, and drafts all legislative and policy proposals put forth by City Council;
- Reviews, researches and provides legal advice to City Council on all legislative proposals put forth by the City Administration;
- Allies with attorneys for municipalities throughout the country on issues of concern or interest to City Council;
- Provides guidance to City Council on parliamentary issues and open meetings law questions;
- Advises City Council as to their specific role, power, authority and rights in any particular matter or issue;
- When necessary consult with the Law Department on legal matters impacting both City Council and the City Administration;
- May attend City Council meetings to provide advice regarding technical and legal questions concerning the legislative proceedings;
- Researches and prepares legal opinions for all other legal matters assigned by City Council.
Minimum Qualifications
Possession of a juris doctorate from a law school of recognized standing and a minimum of four (4) years of experience as an attorney admitted to practice in New York State, and one (1) year of which shall be in direct experience with municipal law.
