Reports to: Property Maintenance Supervisor Class Code: 3117
Grade: 24 FLSA: Non-Exempt Group: AFSCME 1058
Hourly Wage: $24.36
DEFINITION: Under general supervision, performs work of routine difficulty in a variety of tasks that require unskilled to skilled manual labor; performs related work as required.
EXAMPLES OF DUTIES:
1. Performs a variety of semi-skilled to skilled jobs at various City owned facilities.
2. Performs daily routine tasks such as maintenance of building mechanicals and grounds; routine maintenance of fuel systems; upkeep and minor repairs to small equipment.
3. Performs technical work in remodeling, including basic carpentry, electrical, HVAC, and plumbing duties required to tear down and rebuild structures, including drywall, drop ceilings, and paneling.
4. Performs skilled electrical, plumbing, heating, and HVAC maintenance tasks.
5. Operates forklift, bobcat, building trade tools and other equipment.
6. Reads blueprints and may perform minor alterations.
7. Responds to emergency situations as needed which may require night work.
8. Assists contractors, reviews and makes minor repairs to their work as necessary.
9. May assign work in the absence of the supervisor.
10. May train and supervise temporary personnel.
11. Performs general labor tasks.
12. Responsible for the daily maintenance of assigned City vehicles & equipment, including checking and maintaining fluid levels, checking vehicle features and cleaning interiors and exteriors.
13. Maintains tools and equipment in good working order.
14. Observes basic safety practices.
15. Participates in snow removal operations of City streets and at City properties.
16. Performs related work as required.
KNOWLEDGE AND SKILLS:
Knowledge of the Building trades and maintenance; ability to make sound decisions; some knowledge of vehicle operation; good oral and written communication skills.
TRAINING AND EXPERIENCE:
Apprenticeship courses in electrical, plumbing, carpentry and HVAC; and three (3) years' experience in the building trades or building maintenance; or any equivalent combination of training and experience.
WORKING CONDITIONS & PHYSICAL DEMANDS:
Work involves frequent walking, standing, climbing ladders, driving and completing tasks in spaces with limited access; some lifting and carrying of objects of heavy weight (up to 100 pounds). Work is conducted both inside and outside and may involve regular exposure to adverse conditions and exposure to the rough and uneven terrain found on construction sites.
NECESSARY SPECIAL REQUIREMENTS:
Possession of a valid Illinois Driver's License at time of hire. Maintain a clean and safe driving record.
Possession of a valid Class B Illinois Commercial Driver's License within six months of hire.
Ability to obtain an OSHA approved forklift operator's license within 6 months of hire.
Ability to work well with the general public.
Residency Requirement:
Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018, shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.
Effective June 1, 2018, all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.
Classified employees hired after January 1, 1984, may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984 shall be subject to their conditions of employment in effect at that time.
