DEFINITION
Under general supervision, performs complex professional and technical engineering work in assigned area of responsibility, including but not limited to, planning, design, land development, traffic engineering and capital improvements for a variety of public works facilities, systems, projects, and/or private development projects and programs; provides project management on engineering projects; administers state and federal grant funds associated with assigned projects; provides highly complex staff assistance to management staff and others; performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Incumbents report to management personnel and may supervise or provide direction and training to assigned personnel.
CLASS CHARACTERISTICS
This is an advanced journey level classification requiring registration as a professional engineer in California. This class is distinguished from the Assistant Civil Engineer by assignment of the full range of professional engineering duties, and the requirement to be registered as a professional engineer within the State of California. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise.ESSENTIAL DUTIES
Duties may include, but are not limited to the following:
- Performs the more complex professional and technical engineering tasks for assigned projects.
- Prepares and administers construction contracts and prepares bid documents; performs field inspections on construction projects to ensure compliance with contract requirements; reviews and approves construction change order and contractor pay requests.
- Prepares and/or coordinates the preparation of plans, specifications and cost estimates for construction projects; provides comments and conditions on planning applications for development.
- Coordinates work activities with utility companies, engineers, contractors, architects, property owners, developers, and City staff from other departments within the context of assigned projects; confers with applicable parties on project design impacts.
- Reviews a variety of maps for compliance with the State of California Subdivision Map Act; develops requirements for tract maps and land divisions; accepts applications for plan/map checks and processes related fees; prepares right-of-way descriptions; assists with the issuance of encroachment permits for land development projects; provides flood zone determinations; reviews title reports, background deeds, map information submitted by surrounding properties, closure calculations, and performs research at the County Recorder’s Office.
- Inspects projects to ensure safety and compliance with plans, specifications, codes and regulations, and standards; makes professional field decisions, and makes recommendations to the City Engineer as necessary.
- Performs plan reviews of subdivision improvements, development plans, soil and geotechnical reports, and structural calculations; reviews and approves corrected plans.
- Designs road and drainage reconstruction projects; reviews structural calculations and hydrology reports for accuracy and completeness; conducts special engineering studies and prepares reports.
- Maintains accurate, complete and up-to-date project records.
- Administers state and federal grant funds associated with construction projects.
- Provides functional supervision to assigned personnel; plans, organizes, assigns, supervises and reviews the work of assigned staff; assists with selection and work evaluation.
- Assists with the preparation, implementation, and monitoring of the division budget. Prepares and/or presents City Council resolutions and staff reports; attends various staff and regional technical advisory meetings.
- Receives and responds to inquiries, requests for assistance and complaints regarding engineering projects and procedures.
- Provides technical and professional assistance/support to other City departments and divisions, Planning Commission, and City Council as necessary.
- Performs general office work as required including preparing reports and correspondence, entering computer data, copying and filing documents, etc.
Education and Experience
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
A bachelor’s degree in civil engineering or a closely related field from an accredited college or university;
AND
Three (3) years of professional engineering experience equivalent to that of an Assistant Civil Engineer with the City of Rocklin.
Licenses and Certifications
- Possession of a valid certificate of registration as a Civil Engineer, issued by the California State Board of Registration for Civil and Professional Engineers is required at the time of appointment.
- A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
