The City of Rockville’s Department of Housing and Community Development is seeking a visionary, strategic, and collaborative leader to serve as its Collective Impact Manager. This manager-level position is responsible for unifying and aligning the Department’s housing and community services divisions, developing and managing the City’s Community Services and Enrichment grant programs, and building strong partnerships with nonprofits, community-based organizations, and public agencies to improve outcomes for Rockville residents.

- Collaborate with the Director and department managers to shape and implement a strategic vision for the department.
- Align housing and community services programming through integrated planning and coordinated service delivery.
- Develop strategic alignment of the City’s Community Services and Enrichment nonprofit grantmaking, oversee its implementation, and support the process, including recommendation development application processes, compliance, reporting, and monitoring of grantee performance.
- Convene and facilitate coalitions of cross-sector partners focused on shared outcomes and community impact.
- Supervise the Programs and Grants Specialist and provide strategic direction and coaching.
- Use data to inform decisions, evaluate effectiveness, and communicate results to stakeholders.
- Represent DHCD in regional partnerships, public meetings, and external forums.
- Identify and pursue funding opportunities in collaboration with department managers and the City’s Finance Department.
- Bachelor’s degree in public administration, nonprofit or organizational management, urban planning, social work, or a related field (Master’s degree preferred).
- At least 5 years of progressively responsible experience in one or more of these areas: housing, community development, systems change, or nonprofit/public sector management.
- Experience with collective impact strategies and cross-sector collaboration.
- Familiarity with grantmaking, compliance, and performance evaluation.
- Experience working in or with local government or housing/community development agencies.
- Knowledge of human services delivery systems and housing policy.
- Supervisory experience.
- Bilingual in Spanish preferred but not required.
- Deep understanding of collective impact, equity-focused systems change, and community-centered leadership.
- Strong facilitation, communication, and project management skills.
- Ability to build and sustain cross-sector partnerships.
- Proficiency in data analysis, performance measurement, and grant systems.
- Strong written and verbal communication skills.

Salary : $89,808 - $148,183
