This position is responsible for performing intermediate skilled work. The Crew Supervisor – Public Works I is responsible for supervising work in the areas of Recycling, Refuse, and Leaf Collections, Snow and Ice Removal operations, and Street, Water, Sewer, and Storm Drain Maintenance. The work involves supervising the implementation of the City's recycling, refuse, and leaf collection programs, the maintenance and repair of the City's street, water, sewer, and storm drain infrastructure, and snow response. This position serves as an "on-call" emergency duty supervisor for response and repair to street, water, sewer, storm drain, snow and ice removal, and storm debris incidents, including after-hours response and varying shifts. The position communicates information to the Recycling and Refuse Superintendent or the Operations Maintenance Assistant Superintendents, residents, and contractors. The position manages Recycling and Refuse collections, and may manage Street, Water, Sewer, or Storm Drain Maintenance, Leaf Collection, or Snow and Ice Removal when other Crew Supervisors are unavailable. The work contributes directly to the quality of life in the City with serious consequences on the health and well-being of its citizens and is performed under the general managerial direction of the Recycling and Refuse Superintendent, the Operations Maintenance Assistant Superintendent, or the Chief of Environmental Management. Functions of Recycling and Refuse
High School degree and four (4) years of progressively responsible experience in work affording a familiarity with varied maintenance operations and systems, or any equivalent combination of education and experience. Any combination of training and experience in recycling and refuse collections and disposal, or construction and maintenance of municipal infrastructure to include Streets Maintenance, Water Maintenance, Sewer Maintenance, or Storm Drain Maintenance as applicable to the position.
Special Qualifications:
Must possess a valid commercial driver's license (CDL) with all required endorsements as issued by the Motor Vehicle Administration. Except for recycling and refuse, must possess (or ability to acquire within 12 months or as determined by the City) a Water Distribution I and Wastewater Collection II Certificate, as issued by the State of Maryland.
- Ensures safety practices and safe work environment through appropriate training on use of vehicles and equipment, handling materials, and work zone safety.
- Has direct contact with residents, shares relevant information, and resolves problems and communicates outcomes with senior managers.
- Performs administrative duties and paperwork including maintaining records of work orders, cost sheets, timekeeping, asset management, and incident reports on property damage and employee injury.
- Supervises proper care and maintenance of all tools and equipment.
- Performs other related job duties as assigned.
Functions of Recycling and Refuse
- Supervises the collection and disposal of recycling, refuse, and yard waste materials.
- Contacts residents that have inappropriate cart set-outs and unscheduled bulk materials and cites residents or resolves the situation.
- Effectively use telematics systems including GPS tracking to understand Refuse and Recycling truck operations.
- The supervisor may, at times be required to drive CDL vehicles, including snow events, pick-up trucks from dealer, and/or taking a vehicle out to a route.
- Collects weight tickets for each unloaded vehicle.
- Assists staff in learning all truck operations, including the packers and knucklebooms.
- Assigns staff to assist crews that are behind schedule, broken down, or injured.
- Accesses the need for day labor workers, as appropriate.
- Plans, organizes, supervises, and participates in the loading, unloading, delivery, and collection of recycling and refuse carts; washes and repairs all sizes of carts; and updates inventories of all sizes of carts, as needed.
- Ensures carts are assembled, cleaned, and delivered to customers.

- Thorough knowledge of the operational capacities and maintenance requirements of mechanical construction equipment typically used in repair and maintenance activities.
- Supervisory experience in a union labor work force.
- Knowledge of OSHA worksite requirements, temporary traffic control, and flagger operations as it pertains to job functions.
- Ability to read and comprehend construction plans and specifications.
- Ability to supervise (train, discipline, evaluate) work force.
- Ability to assist in the tracking of performance measures to meet program goals.
- Ability to deal with difficult people and disappointed customers.
- Ability to assist in writing standard operating procedures.
- Familiarity with asset management concepts and software.
