The Deputy Chief Information Officer (DCIO) performs complex professional and administrative work under the direction of, and in concert with, the Chief Information Officer (CIO), and acts for the CIO in his/her absence. This position manages the operational plans and resources for Information Technology teams as assigned by the CIO and works with the CIO to define and implement the Information Technology Department’s vision, direction, and strategies. This position includes a particular focus on sustaining an efficient and responsive customer support function to meet the goals of the City's elected officials, and the operational mandates of the City Manager. This position requires managing rapid tactical response to issues with public safety and mission critical systems used for voice, data, networking, and citizen and staff communications and collaboration. The Deputy CIO will monitor the performance of IT vendors to ensure their work adheres to contracts and service agreements and is expected to establish working relationships with peers in other City departments, as well as in local and state agencies. The physical work is light, requiring considerable mental effort, efficient time management, and the ability to work well under pressure. ESSENTIAL JOB FUNCTIONAs directed by the CIO the Deputy plans, organizes, directs, leads, and participates in City-wide information and technology services including:
• Supervises, directs, and evaluates assigned staff. Develops and oversees employee work schedules to ensure adequate coverage and control; reviews, processes, and approves Kronos Timecards.
• Promotes collaboration between employees to ensure that teams remain informed of cross-departments events, demands, and activities.
• Assists with and completes employee performance appraisals.
• Acts as a liaison between employees and management, and trains staff in operations, policies, and procedures.
• Works with IT management to develop and maintain the IT strategy, service development and service report, IT roadmap, architectural principles, standards, policy, and solutions governance.
• Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
• Assists in directing the day-to-day operations of the Information Technology Department: assists in planning and directing department programs, services, resources, and staff; assists in developing and implementing policies, procedures and standards, best practices; ensures that operations comply with City policies and procedures.
• Monitors and evaluates department services and operations; makes recommendations regarding administrative, organizational, and operational needs; assists in developing and implementing short-term and long-term goals and objectives, that affect city-wide information system users; reviews technical standards, operating practices, and procedures; implements changes for improved operational efficiency; identifies strategic initiatives; develops operational work plans; and assigns projects to management staff. • Ensures adherence to all standards for the city's IT operations and activities: develops, plans, implements and manages long and short term strategic plans, goals and objectives for the investment strategy for information systems, such as software, hardware and services. Determines the appropriate model for delivering technical support from a variety of service divisions to a wide range of customer agencies.
• Assists in developing and administering the departmental budget: forecasts funding needs for staffing, equipment, materials, supplies, procurement and contracting while monitoring expenditures to ensure compliance with approved budget.
• Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession: reviews professional publications, technical manuals, and web sites to increase knowledge of network operations; attends conferences, workshops, and training sessions as appropriate. Embraces changes within the organization and continuously searches for ways to improve management capabilities and IT operations.
• Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including bid specifications, contracts, assessments and performance reports; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including technology plans and implementation plans; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records
• Communicates with senior staff, supervisors, other employees, clients, third party service contractors/vendors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
• Mentors and manages IT staff as assigned by the CIO, to include identifying training needs, opportunities for growth, and incorporating feedback from experienced staff members in improving service delivery.
• Works with the CIO in creating strategic plans and budgets for the acquisition and deployment of technology.
• Manages, monitors, and advises the CIO on the IT budget, hardware and software acquisition and inventory, and vendor performance.
• Ensures work efforts achieve the outcome specified within the IT strategy, including appropriate strategic and life cycle management plans.
• Prepares and directs the preparation of reports to identify long range strategic issues relevant to departmental goals.
• Participates in steering committees by assisting in the development of citywide IT agendas and policies, development of IT strategic plans, and prioritization of major projects, programs and initiatives.
• Establishes credibility and working collaboratively with other City departments to enhance service delivery to citizens and staff.
• Networks with peers in adjacent municipalities, and county and state governments, to leverage technology for Rockville citizens.
