Information Systems Engineer

This position is responsible for performing difficult technical, professional and administrative work involved in planning, designing, installing, administering, supporting and troubleshooting the City of Rockville's wired & wireless network systems. In addition to managing and maintaining production and non-production databases, the incumbent will be responsible for providing advanced resolution of software and hardware issues, escalating software and hardware issues as necessary, and properly documenting of issues and their resolution in our service desk knowledge base database. The incumbent will participate in developing and maintaining disaster and business continuity recovery procedures and processes, as well as in the design and enhancements of our Windows environment. The work requires a proactive approach. There are moderate physical demands, which may require occasionally working in difficult work positions and some lifting. Considerable mental effort and stress will be involved in resolving network problems. The work is performed under general supervisory review and contributes to the efficient electronic communications and systems critical to the effective management of day-to-day City operations. The position is onsite at City Hall.  The incumbent is required to be on call.

• Assists in the deployment of network infrastructure.
• Assists with technical design, optimization, monitoring, testing, evaluation, integration, installation and implementation of Network, Infrastructure and Application systems and components as directed. 
• Interacts with Infrastructure and Applications Development teams, as well as end users and vendors to manage the day-to-day scheduled and unscheduled network systems operations and maintenance activities.  Maintain stable, efficient and effective availability and operations of City of Rockville information systems.
• Assists with network security definition and design to include Cisco Router/Switch, Sonic Firewall, and Intrusion Prevention and Detection systems.
• Understands and complies with all security policies; ensures that security and data protection are top priorities; integrates security into all designs and systems; makes recommendations regarding enhancing network security.
• Implement and troubleshoot VoIP network.
• Assist with the design, develop and implement network solutions for Disaster Recovery.
• Assist in the development of technical standards and documentation, identify and evaluate new products, and provides resolution for network
• Expertise in the areas of Internetworking, Data Communications, Server Operating Systems and Virtualization Technologies.
• Expertise in deployment of switches, routers, CUCM 10.X, 8.X , Cisco unity connection 8.X, Call Manager Express,UC520, Unity Express and UCCE.
• Expertise in Cisco Unified Presence Server (CUPS), Jabber for Windows and Mobile devices (IOS and Android).
• Ensures all aspects of the network configuration, software licenses, user accounts and equipment are inventoried, tracked and documented and that all documents and diagrams are kept up to date as configurations change – including proper and timely attention to appropriate change control coordination, procedures and notifications.
• Review and participate in solution designs and project plans for all new IT initiatives.
• Adhere to technical policies, standards and best practices in the support of wired and wireless network systems and devices.
• Provision, deploy, maintain and troubleshoot end user workstations, laptops and City assigned devices
• Assist in the evaluation, procurement, provisioning and deployment of network infrastructure.
• Creates, monitors, and updates help desk tickets on a daily basis.
• Provides coverage for help desk answering station as needed
• Assist in the planning, implementation, and support of the blade center, storage area networks (SAN), VMWare, and other leading-edge technologies.
• Performs day to day systems administration in conjunction with the Network Engineers and Technical Staff.  Responds to end user and co-worker requests and manages priorities and time as directed.  Conducts thorough risk analyses of integrating new software and hardware baselines.
• Performs capacity and resource planning, assessing of network risks and contingency planning.
• Primary responsibilities include hands on development, standardization, and management of all client and server infrastructures utilizing the SCCM Tool. To include all hardware, software deployment, images, and patching standards
• Manages SCCM Operating System Deployment (OSD) implementation and SCCM Software Update Point (SUP)
• Packages, tests and deploys automated desktop application installations within a SMS and SCCM framework
• Creates collections and advertisements for mass software distribution
• Develops and executes enterprise workstation imaging and deployment methodologies
• Ensures correct installation, configuration, use, and maintenance of the Microsoft SCCM Platform
• Assists in developing and maintaining group policy
• Researches, analyzes and implements software patches or hardware changes to resolve security or network deficiencies.
• Evaluates new products or services, and may manage vendor service level agreements and maintenance agreements.
• Performs backup and recovery on all critical servers.
• Configures, upgrades, administers, and supports network connectivity for the City's numerous systems.
• Respond to help desk calls in support of nearly 600 users, servers, and the network infrastructure for all City facilities.
• Upgrades, replaces, and deploys PCs, laptops, monitors, and servers in support of the City's technology refresh policy.
• Evaluates new technological advances in view of organizational plans and objectives and makes appropriate recommendations to supervisor and other IT Functional Team managers.  Maintains current awareness of various trends and developments in Information Technology and advises IT staff and other City personnel on the most secure and cost effective hardware/software configurations to meet user requirements.
• Demonstrates strong and effective customer service skills, project support, and coordination and communications skills (written and verbal) with IT co-workers, end users and support vendors.
• Presents a professional image at all times and conducts him/herself in a professional manner.
• Able to work independently and in teams with minimal supervision.

Education and Experience:
Bachelor's degree with major coursework in Computer Science, Information Systems or Technology or closely related field from an accredited university or college; and five (5) years of progressively responsible work in Information Technology network design/implementation, administration and support; or any equivalent combination of education and experience.

Special Qualifications:
Certifications desired include one or more of the following –

• MCSA Windows 7
• MCSA Windows Server
• MCSE in Server Infrastructure, Desktop Infrastructure or SharePoint
• CCNA, CCSP

CompTIA Security , Network or Server

• An understanding of Unified Communications and Voice over IP infrastructure including but not limited to: Cisco Unified Communications Manager, Cisco Unity Connection, Jabber Client, SIP, QoS, and Contact Center Express.
• An understanding of network switching and routing as related to a Unified Communications and Voice over IP networks, including SIP and MGCP and H.323 protocol suites.
• An understanding of Quality of Service and its implementation related to all relate real time protocols.
• Experience with network protocols such as Domain Name Service (DNS), Dynamic Host Configuration Protocol (DHCP), IP Routing (OSPF, EIGRP, BGP)
• Working knowledge and experience using System Center Configuration Manager (SCCM).  Experience monitoring non-Windows environments with SCCM/SCOM.  Experience working with VMWare.  Expertise deploying Windows Workflows and SharePoint Workflows.
• Skill in deploying, maintaining, supporting and troubleshooting Windows Operating Systems.
• Skill in proactive monitoring, trending, and base lining abilities for systems using tools such as: Sophos Enduser Protection Suites, ManageEngine Desktop Management Software, Desktop Central, WSUS update automation, PuTTY, Ping, NSLookup, Net STAT, TCPview, Netmon, Perfmon, MS Baseline analyzer, Ethereal, TCPdump etc.
• Knowledge of standard network and internet networking technologies and best practices.
• Skill in the following technologies is extremely beneficial – Active Directory, Cisco Call Manager & VoIP Phones, TCP/IP, SMTP, SNMP, DNS, DHCP, DFS, IIS, VMware, VEEAM, Hyper-V, IPS/IDS, IPSEC VPN, Cloud Backup technology, SAN, Archiving Policies, Thorough knowledge of IP Protocol suite, routing protocols, OSI Model and Layered Troubleshooting.
• Ability to work in a team-oriented, collaborative environment.
• Knowledge of PC systems, their components and common software packages used by the City.
