Employees in this class have a thorough knowledge of principles of water distribution, and water storage, and are capable of participating in all facets of work under charge. The position is responsible for successfully managing the water operations, all associated personnel, the financial responsibilities inherent in the work, and the equipment, materials, and supplies utilized by the division. Examples of Essential Functions Directs personnel functions and activities of the division, i.e., selection, assignment, scheduling, interviewing, hiring, discipline.Administers the daily water operations, and ensures adherence to City and regulatory practices in all division activities.Responds to customer concerns and inquiries concerning all aspects of water operations.Specifies and reviews planning for system improvements and development activities, and for future needs relating to supply and distribution of water.Records and authorizes system repairs, equipment maintenance and repair, and vehicle maintenance and repair.Maintains division equipment, materials, and supplies inventory, to include ordering and development of specifications where applicable.Confers with local, state, and federal agencies on regulations and requirements for the division, and monitors and records water quality for reporting purposes.Interprets, updates, and maintains utility plans, and develops summarizations of all work in progress.Responds to emergencies, and assists personnel under charge in all facets of tasks performed as needed.Prepares and files regulatory reports, ensuring reporting deadlines are adhered to and division activities comply with established rules and regulations.Ensures the proper instruction and training of personnel under charge in methods and procedures, proper use of equipment, preventive maintenance, and system maintenance and repair.Evaluates the performance of personnel under charge.Maintains current knowledge of trends and developments in the field, and facilitates application of such as appropriate.Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.Enter data in department's work order and asset management software system and utilize mobile data technology.MARGINAL FUNCTIONSPerforms related work as directed. Education and Experience High school diploma or GED; supplemented by a Class C Distribution License, Customer Service Inspector (CSI), Backflow Prevention & Tester (BPAT); six (6) years progressively responsible experience in the field, to include experience in the administrative aspects of the work, three (3) years of which shall be in a supervisory capacity, such as Crew Leader; or and equivalent combination of education, training, and experience.Must possess or obtain, within 24 months of employment, a State of Texas TCEQ Class B Distribution License and a Class II Wastewater Collection License. Must possess or obtain within 12 (twelve) months of employment a State of Texas Class A CDL drivers license. May require Wastewater Certification based on area of assignment. Supplemental Information Thorough knowledge of regulatory practices and reporting requirements for City water operations.Thorough knowledge of the materials, methods, and equipment utilized in the operation, construction, maintenance and repair of water distribution and water storage systems.Thorough knowledge of principles of effective administration, to include planning, evaluating, directing, and supervising.Considerable knowledge of principles and practices of inventory control and management.Considerable knowledge of record and report maintenance principles and practices.Considerable knowledge of short and long-range planning principles and techniques.Ability to develop, organizes, and supervises the work of water operations and maintenance personnel.Ability to develop equipment and system specifications.Ability to communicate clearly and concisely both orally and in writing.Ability to establish and maintain effective working relationships with employees, the City's management team, and the general public.Ability to establish short and long-term operational goals and priorities. Physical Requirements : Tasks may involve extended periods of time at a keyboard or workstation.Tasks are essentially sedentary, with some physical effort, i.e., frequent walking, standing; some lifting and carrying of moderate weight (5-20 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and / or productive operations.Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items. Environmental Requirements : Tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes), exposure to extreme heat / cold or extreme weather conditions, exposure to strong odors and / or smoke, exposure to strong and / or toxic chemicals, exposure to dust or pollen, exposure to elements that can cause illness (e.g., pathogenic substances, virus, and parasites) and exposure to high voltage electricity. Sensory Requirements : Tasks require color, sound, taste, odor, depth and visual perception and discrimination.Tasks require oral communication ability.HIPAA Compliance Statement All employees who have access to health information whose confidentiality is protected by the HIPAA Privacy Rule must have an understanding and knowledge of the Privacy Rule that corresponds to their job responsibilities. Employees who violate the requirements of the HIPAA Privacy Rule will be subject to discipline, up to and including termination.FULL TIME EMPLOYEES ARE ELIGIBLE FOR THE FOLLOWING : Merit Increases / Pay for PerformanceNon Sworn civilian employees are eligible for a 4% merit increase annually and after reaching the max of the pay scale, are eligible to receive a 4% lump sum each year on their anniversary date. Sworn officers are eligible for a 5% increase annually and after reaching the max of the pay scale, are eligible to receive a 5% lump sum each year on their anniversary date.

Coverage goes into effect on the 31st day. Life and AD&D Insurance CoverageBasic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $50,000 for each benefit. Additional Life and AD&D may be purchased up to 2 x annual pay. Holidays Employees receive 11 paid holidays per year VacationYears of Service HRs Accrued Monthly 0 - 1 Year 6.67 1 - 4 Years 10.00 5 - 9 Years 11.67 10 Years 13.34Sick LeaveEmployees earn 80 hours of sick leave per year. There is no maximum accruals for sick leave.Retirement Texas Municipal Retirement System (TMRS)-2 : 1 match.A required 7% of gross earnings are deducted each pay period and deposited into the member's account. Upon retirement, the City will deposit it's portion of the matching funds at 14%. The City also participates in Social Security. Deferred Compensation The City of Rockwall offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.LongevityAfter completing one year of continuous service, employees will receive $5 / month for Longevity Pay. This benefit is usually paid out each December.Supplemental Benefits The City of Rockwall also offers optional programs that include Short and Long Term Disability through AFLAC.Flexible Spending AccountsParticipation in Flexible Spending Accounts through pre-tax payroll deduction for Health and Dependent Care expenses is also available for full time employees.Wellness ProgramThe City of Rockwall administers a wellness program for full-time employees which provides an incentive for obtaining a wellness exam each year.
