About the Department: The City of Rocky Mount's Fire Department is ready to respond to emergency calls 24 hours per day, 365 days per year. At any hour of the day, Rocky Mount firefighters can be seen outside any of the City's 7 fire stations cleaning and maintaining the City's investment in emergency apparatus, conducting training exercises, assisting citizens and/or visitors, performing pre-plans, conducting public fire education events, or a number of other activities that enhance the public safety.
The Rocky Mount Fire Department provides fire suppression, rescue and emergency medical services, hazardous materials mitigation, technical rescue, code enforcement, fire investigation, and public education to the city of Rocky Mount. JOB SUMMARYThis position is responsible for directing the Department’s Operations Division.

- Ensures the execution of division mission through human resource management, operational analysis, strategic planning, implementation of operational policies and guidelines, resource acquisition, and asset management; defines operational priorities and objectives; serves as a member of the departmental management team.
- Works with the department management team to provide strategic master planning; ensures the provision of necessary equipment and staffing; identifies training and development needs; plans the continuous improvement of existing programs and services and the development of new programs and services; establishes monitoring and evaluating methods for program efficiency.
- Supervises and evaluates the work of personnel; reviews performance appraisals of all division employees; assigns employees to duty stations and work shifts; reviews, directs, and approves disciplinary actions of subordinate managers and division employees; investigates issues relating to ineffective employee performance; develops, implements and executes the application of departmental human resource policies; identifies training and educational needs; participates in the development and execution of employee promotion assessment centers.
- Responds to major emergency incidents; assumes Incident Commander or Command staff role as appropriate; ensures safe and effective response and operations for all reported emergency incidents; evaluates and revises response protocols and incident operating guidelines; develops and approves incident standard operating guidelines and policies; plans and implements incident action plans; serves as department operations chief during disasters.
- Ensures departmental and division records are maintained to meet organizational needs and regulatory requirements; coordinates tasks and projects; answers inquiries from the general public; ensures code enforcement, training, and public education tasks are accomplished through division initiatives; ensures the execution of routine administrative tasks relating to the records management system and incident reporting; develops and conducts management presentations; instructs classes relating to operations.
- Serves as liaison to the 911 Communications Center; coordinates with communications and law enforcement personnel to ensure dispatch operating procedures and training are effective; works with the Police Department on the development of backup communications system.
- Assures employee compliance with safety and health initiatives; reviews vehicle accident reports; reviews employee injury accident reports and carbon monoxide reports.
- Provides management oversight for various departmental programs, committees, and special teams.
- Collaborates with other emergency service, governmental, and community service agencies; represents the department at special events; attends meetings and conferences.
- Performs other related duties as assigned.
- One (1) year of experience in the Rocky Mount Fire Department in one of the positions below provided all eligibility requirements are met:
- Battalion Chief of Operations
- Battalion Chief of Safety and Training
- Fire Marshal
- Division Chief of Budget and Logistics
- Candidates must possess a baccalaureate four-year degree from an accredited college. The degree should be in a field applicable to the fire service, such as Organizational Development, Public Administration, Emergency Management, or a similar field. The Fire Chief has the discretion to allow degrees in other fields with guidance provided by the Human Resources Department.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department to direct and coordinate work within the division/department, usually interpreted as three to five years of related experience.
- Graduate of the National Fire Academy Executive Fire Officer Program or Fire Officer 4 Certification is preferred.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
- Ability to meet current requirements set forth by the NC Office of Emergency Medical Services, NC Building Code Council, and the North Carolina Fire and Rescue Commission.
- Candidate must be a Certified Firefighter through the North Carolina Fire and Rescue Commission.
- Candidate must be certified as Hazardous Materials Responder Level 1.
- Candidates must be trained in at least the National Incident Management System IS 700, IS 800, IS 100, IS 200, ICS 300, and ICS 400 levels.
- Candidates must certified as a North Carolina Fire & Rescue Commission Instructor 2.
- Candidate must possess a minimum certification as a North Carolina Fire & Rescue Commission Standard Level 1 Fire Inspector.
- Knowledge of the standards, regulations, mandates, and policies related to the delivery of emergency services.
- Knowledge of training requirements for emergency responders.
- Knowledge of local government accounting, budgeting, and financial practices.
- Knowledge of purchasing laws governing public contracts and equipment purchases.
- Knowledge of relevant federal, state, and local laws and ordinances.
- Knowledge of the strategies and tactics associated with a variety of emergency incidents.
- Knowledge of improvements in appliances and equipment available to the fire service.

SUPERVISORY AND MANAGEMENT RESPONSIBILITIES
- This position has direct supervision over the Battalion Chiefs / Operations (6).
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light objects.
- The work is typically performed in an office and occasionally at the scene of emergency incidents. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, occasional cold or inclement weather, and dangerous conditions associated with fire and other emergency scenes.
Salary : $101,771 - $162,834
