DEFINITION:     This position is responsible for supervising and participating in the work of assigned law enforcement personnel.

REPORTS TO:  The Police Sergeant assigns work in terms of very general instructions.

  • Responds to calls for service; investigates and documents crimes; prepares accurate reports; investigates accidents and completes reports.
  • Processes crime scenes to collect evidence; collects latent fingerprints; takes photographs; locates physical evidence.
  • Makes arrests; processes suspects under arrests; takes fingerprints and photographs; transports arrestees to Magistrate’s Office and detention facility.
  • Serves warrants, subpoenas, and other court paperwork in a timely manner.
  • Prepares cases for trial and testifies in court.
  • Identifies problems and recommends solutions to solve problems in assigned district through directed patrol and license checks.
  • Prepares and makes presentations to various civic groups and social organizations; attends district and community meetings.
  • Provides new officers with training and evaluates their progress through weekly  and monthly observation reports.
  • Provides officers with in-service training on departmental policy, legal updates, and procedure changes.
  • Serves in the capacity of a district supervisor, in the absence of the Sergeant.
  • Performs monthly equipment and patrol vehicle inspections.
  • Performs recruitment and career development duties.
  • Performs basic public affairs duties with the media.
  • Performs other related duties as assigned.

  • Applicants must meet education/training criteria:
  • Been employed for 3 years as a sworn law enforcement officer with at least one of those years with the City Rocky Mount Police Department.
  • Completed 30 semester hours from an accredited post-secondary institution or
  • Possess or has met the qualifications and applied for, an Intermediate Law  Enforcement Certificate from the North Carolina Criminal Justice Training and  Standards Commission, by the posted application deadline.
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work. 
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Ability to meet current requirements set forth by the North Carolina Criminal Justice Training and Standards Commission to maintain a law enforcement    
    certification in North Carolina.
  • Not have been suspended or demoted as a result of disciplinary action within one year of the application deadline. 
  • The 12-month suspension/demotion period begins on the date that the suspension/demotion is ordered/recommended by the
    Chief of Police and ends on the application deadline for promotion.

•    Knowledge of criminal investigation tools and techniques.

•    Skill in the interpretation and application of federal, state, and local policies, codes, and laws.

•    Skill in the supervision of personnel.

•    Skill in analyzing problems and identifying solutions.

•    Skill in preparing clear and accurate reports.

•    Skill in establishing cooperative and productive working relationships.

•    Skill in performing mathematical calculations.

•    Skill in operating computers and other standard office equipment.

•    Skill in interpersonal relations.

•    Skill in oral and written communication.

SUPERVISORY CONTROLS:  The Police Sergeant assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES:  Guidelines include local, state, and federal laws; City ordinances; City administrative and personnel policies; Police Department General Orders; department policy memoranda; Police Department Rules of Conduct and Duty; and North Carolina Criminal Justice Education and Training Standards. These guidelines require judgment, selection, and interpretation in application. 

COMPLEXITY:  The work consists of varied supervisory and law enforcement duties. Potentially life-threatening situations contribute to the complexity of the position.

SCOPE AND EFFECT:  The purpose of this position is to supervise and participate in the enforcement of local, state, and federal laws.  Success in this position contributes to the enforcement of local, state, and federal laws and to the effectiveness of department operations.

PERSONAL CONTACTS:  Contacts are typically with other City staff; court officials; representatives of other law enforcement agencies; crime victims; suspects, prisoners, and inmates; and members of the general public.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.

PHYSICAL DEMANDS:  The work is typically performed while driving, sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT:  The work is typically performed in an office and outdoors. The employee may be exposed to potentially life-threatening situations. The work requires the use of specialized law enforcement protective devices.
