The City of Rohnert Park is seeking (3) Part Time Pool Managers to supervise the operation of Rohnert Park community swimming pools. The Part Time Pool Manager's duties include enforcing pool policies and procedures, assisting with training staff, assisting with creating summer staff schedules, assisting with staff communications, responding to emergencies according to procedures and practices, and assisting with organizing swim lessons.

This part time position is a non-benefited, 1000 hour position and may work up to 1000 hours in a fiscal year (7/1/XX - 6/30/XX).

CalPERS retirees may not work for the City of Rohnert Park more than 960 hours per fiscal year, nor in a permanent position.  Work assignments must be temporary, i.e. typically limited to 12 months.

DEFINITION
Under direction, supervises the complete operation of the Rohnert Park community pools including safety of the staff and patrons, sanitation and order of the pool; provides instructions in aquatic skills and swimming tests; promotes programs and special events, completes all records as required, orders supplies and equipment; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS
The Part-Time Pool Manager is responsible for the complete operation of their assigned duties including the assignment and scheduling of staff. The incumbents are responsible for seeing that each staff member is given a proper assignment and that the assignment is performed in a proficient manner. The incumbents are also responsible for ensuring that pool employees rotate and take breaks properly. The Part-Time Pool Manager, before the pool opens each day, is responsible to make sure the entire pool and pool area are clean and all safety equipment is in position, staff members are present, in uniform and at their stations, and that all mechanical equipment is operating properly.

SUPERVISION RECEIVED/EXERCISED
General supervision is provided by the Community Services Program Coordinator or the Community Services Supervisor. The incumbent supervises Part-Time Pool Cashiers, Part-Time Lifeguards, Part-Time Swim Instructors,  and Part-Time Senior Lifeguards.These duties are a representative sample; position assignments may vary.
 
  • Supervises, schedules, assigns, evaluates and trains assigned staff
     
  • Maintains records of employees' work time and sends records to the Community Services Program Coordinator or Supervisor.
     
  • Plans the instruction of swim lessons
     
  • Assures that water safety training programs are conducted
     
  • Assists in developing and organizing aquatic programs for the public
     
  • Responds to emergencies according to procedures and practices
     
  • Oversees the enforcement of all rules and regulations
     
  • Responds to requests for information from the public
     
  • Supervises the inspection and inventory of all pool equipment
     
  • Prepares and maintains all required reports and records
     
  • Receives and accounts for all monies collected
     
  • May be assigned as a Disaster Service Worker in the event of a disaster or emergency
     
  • Performs related duties as assigned
     
Sufficient education, training and/or experience to perform the required duties as a Part-Time Pool Manager.

EDUCATION/TRAINING AND/OR EXPERIENCE:(Positions in this class typically require):
  • Any combination of education, training and experience which likely provides the required knowledge and abilities
     
  • One year of experience at the level of Part-Time Senior Lifeguard with Rohnert Park or two years of experience in managing an aquatic facility
     
  • Prior exposure to working with children and the public desirable

    LICENSING/CERTIFICATION REQUIREMENTS:
     
  • Possession of a valid Class C California Driver's License and a good driving record
     
  • Possession of valid American Red Cross/Lifeguard Training certificate or YMCA Lifeguarding Certificate or United States Lifesaving Association (USLA) Lifeguard Training Certificate or equivalent
     
  • Emergency Medical Services Authority (EMSA) First Aid for Public Safety Personnel (Title 22) card
     
  • SPECIAL REQUIREMENTS:
     
  • Pursuant to the California Public Response Code 5164, all applicants for positions involving supervisory or disciplinary authority over a minor must complete and submit a CPR Code 5164.
     
  • Possession of valid American Red Cross or American Heart Association Cardiopulmonary Resuscitation (CPR) Instructor's Certification, American Red Cross Lifeguard Training Instructor Certificate, American Red Cross Standard First Aid Instructor Certificate and American Red Cross Emergency Responder or Emergency Medical Technician (EMT) certificate is highly desirable.
     
  • Applicants must be at least 18 years of age or older
     
  • Per California State Law, smoking is not permitted inside City facilities/vehicles or within 20 feet of main entrances, exits, and operable windows.
     
  • Works evenings, weekends, and holidays as required

    KNOWLEDGE OF:
     
  • Principles and practices of supervision
     
  • Rules and regulations of an aquatic facility
     
  • Principles and techniques of lifeguarding, Cardiopulmonary Resuscitation (CPR) methods, and first aid, including rescuer methods as defined by the American Red Cross, National Pool and Waterpark Lifeguard Training Program (NPWLTP), or YMCA
     
  • Proper methods of teaching others to swim
     
  • Philosophy, objectives and requirements to provide safe recreational and work environments
     
  • Proper usage of lifesaving equipment and apparatus
     
  • Methods for keeping water and surrounding areas safe for public use
     
  • Basic accounting principles
     
  • Applicable safety precautions and procedures related to the program area(s) and facilities to which assigned
     
  • Principles and techniques involved in teaching swimming at all levels
     
  • General principles of risk management related to the functions of the assigned area
     
  • English usage, spelling, vocabulary, grammar, and punctuation
     
  • Techniques of dealing with individuals of various ages and from various socio-economic groups and for effectively representing the City in contacts with users and the community
     
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone
     
  • Safe work practices
     
  • ABILITY TO:
     
  • Supervise and evaluate the work of assigned staff
     
  • Train staff in rescue techniques and equipment
     
  • Maintain constant observation of an assigned area to identify any signs of danger
     
  • Develop and implement aquatic programs for a variety of skill levels

  • Handle medical emergencies and injuries in a calm and effective manner, including providing basic first aid and/or adult and child cardiopulmonary resuscitation
     
  • Maintain facilities and equipment in a clean, safe, and secure manner
     
  • Interpret policies and procedures
     
  • Prepare clear and concise reports
     
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines
     
  • Learn and utilize new technology
     
Employees work a flexible schedule, depending on program needs, including working evenings, weekends, and shifting assignments as program needs change. Employees work outdoors and are exposed to variable weather conditions. May be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids when rendering first aid and cardiopulmonary resuscitation. Employees may interact with people who are upset when interpreting and enforcing departmental policies and procedures. Must possess the ability to perform work that may involve lifting children through adults, in and out of the pool, up to 100 pounds or more with assistance, pulling a cover over the pool surface with assistance, and lifting, straightening, and moving pool deck furniture and equipment. Need the mobility to sit, walk, twist, grasp, turn, lift, kneel, stoop, reach, bend, climb, and swim, while in swimwear. Must be in good physical condition to stay in water for prolonged periods of time, work in the extreme heat and/or cold, and the outdoors. Possess vision, which may be corrected, and hearing, in a normal range as measured by a standard audiogram. Must be able to see and hear adults and children in life and/or health safety endangering situations.
