SUMMARY : Under the direction of the Director of Public Works, manages the operations of the Engineering Division; performs professional work of considerable difficulty in engineering, planning, design, construction, survey, permitting, traffic operations, transportation, and infrastructure projects; provides complex and responsible support to the Director of Public Works and performs related duties as required.

PRIMARY DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS : As defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following :

  • Manages the Engineering Division through effective planning, staff management, and resource allocation; manages projects and reviews activities to achieve the City's development strategies; assures that engineering services are in compliance with all laws, policies, and regulations;

Manages the daily functions, operations, and activities of the Engineering Division including research, survey design, permitting, project and construction management, and capital projects for traffic, transportation, storm drain, water, wastewater, and park infrastructure, and facilities.

Participates in the development and implementation of goals, objectives, policies, and priorities for the Engineering Division; recommends within Engineering Division policy, appropriate service and staffing levels; recommends and administers policies and procedures.

Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, support systems, and internal reporting relationships; identifies opportunism and makes recommendations for improvement.

Develops and manages requests for proposals for professional and / or contracted services; prepares scope of work and technical specifications; evaluates proposals and recommends award; negotiate contracts; administers contracts to ensure compliance with City specifications, standard and service quality.

Reviews and assures the effective completion of assigned projects and compliance with State and Federal regulations, City policies, and goals, and standards.

Prepares, reviews, and recommends approval of plans and specifications, designs, cost estimates, environmental documents, reports, and studies for all engineering projects.

Supervises and monitors the work of all consulting engineers; verifies and approves all contractors' work estimates, payment requests, and change orders.

Performs site inspections during construction for adherence to specific methods and materials and to ensure compliance with regulations for system safety or design.

Manages public works services including plan check operations in conjunction with other City departments, and the review and approval of traffic impact analysis reports, encroachment agreements, and various encroachment and right of way permits.

Prepares and presents staff reports, memoranda, studies, and other necessary correspondence related to assigned activities and services; presents reports to City Council, various commissions, committees, and external public groups.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering; research emerging products and enhancements and their applicability to City needs.

Attends and facilitates Traffic Commission meetings and manages preparation of Traffic Commission meeting agenda items.

Manages contracted projects; assures project deliverables meet schedule, cost, and quality requirements; reviews and approves contracts and plan specifications; reviews technical and analytical reports and makes technical estimates of a specialized nature for projects, contracts, and regulatory issues.

Plans, directs, and coordinates the functions of construction project management, development review, design, surveying, inspection, technical plans, and specifications, right-of-way, and budgets.

Coordinates engineering operations with City Departments and Federal, State, and regional agencies.

Manages the City's capital improvement program (CIP) and CIP Budget, plans and prioritizes operational plans and resource requirements; interprets concerns, defines desired results, develops solutions, determines scope and priorities of programs and special projects.

Manages compliance activities for the Municipal Storm Sewer System (MS4) permitting, environmental issues, storm water pollution, and sewer system management; conducts studies and investigations to manage environmental hazards; researches and analyzes data for the National Pollutant Discharge Elimination System (NPDES) program; coordinates State Water Resources Control Board water quality programs.

Assures effective communication of Engineering Division issues; interprets and explains Federal and State rules and regulations; analyzes department financial and resource information and manages budgets.

Manages the Engineering Division; plans, prioritizes, and assigns tasks and projects; monitors work and evaluates performance; meets regularly with staff to discuss and resolve workload and technical issues; monitors operations to identify and resolve problems; assures the quality of the engineering services and work products, and assures required deadlines are met; reviews Engineering Division documents as needed to assure compliance with City policies and standards.

Supports the relationship between the City of Rosemead and the constituent population by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains absolute confidentiality of work-related issues, client records, and City information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS

Education and Experience Guidelines :

Bachelor's Degree in Civil Engineering from an accredited university; AND five (5) years of increasingly responsible professional civil engineering experience, including two (2) years of managerial or supervisory experience; OR an equivalent combination of education and experience.

License and Certification Requirements :

  • Registration as a Professional Engineer by the California Board for Professional Engineers and Land Surveyors is required.
  • Must possess or have the ability to obtain a valid class C California Driver's License and a satisfactory driving record.

    Knowledge of :

  • City organization, operations, policies, and procedures.
  • Principles and standards of municipal civil engineering programs, urban planning, capital improvement, program management, land development and subdivision, surveying, tract and parcel maps, transportation planning, traffic engineering, and traffic operations, and construction management.

    Principles and practices of administrative management, including personnel rules, procurement, budgeting, contract and risk management, performance management, goal setting, program development, and project management.

    Principles of design, construction, and management of public works engineering projects.

    Techniques for effectively representing the City in coordination with governmental agencies, community groups, and various business, professional, educational regulatory, and legislative organizations.

    Federal and State codes and regulations governing civil engineering and public works projects.

    Techniques of investigating, inspecting, and resolving stormwater quality and water resource issues.

    Utilizing standard and specialized software, including GIS, CAD, and engineering analysis software applications used in planning, engineering, and construction management.

    Methods and techniques of preparing technical and administrative reports, and general business correspondence.

    Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

    Record keeping and file maintenance principles and procedures.

    Skill in :

  • Analyzing technical issues, evaluating alternatives, and making recommendations based on findings.
  • Plan, organize, and manage the staff, consultants, and operations of the Engineering Division.

    Analyzing and developing solutions for municipal engineering issues.

    Interpreting and applying engineering and safety standards, complex variables, State and Federal regulations, City standards, codes and policies.

    Analyzing and evaluating technical engineering data and construction documentation.

    Applying engineering theory and skills to solve engineering project issues and problems.

    Assessing and prioritizing multiple tasks, projects, and demands.

    Planning, organizing, and coordinating the work of team members.

    Establishing and maintaining cooperative working relationships with other team members, elected officials, developers, contractors, and representatives from other local, State and Federal agencies.

    Effective verbal and written communication.

    Preparing and administering large and complex budgets; allocate limited resources in a cost-effective manner.

    Managing and administering a comprehensive capital improvement program; reviewing and developing designs, plans, long range capital improvement plans, and specifications.

    Preparation of clear and concise reports, correspondence, policies, procedures, and other written materials.

    Independently organizing work, setting priorities, meeting critical deadlines, and following-up on assignments.

    Physical Demands and Working Environment : Work is performed in a standard office environment. May be required to travel to various sites, locations, and / or events. Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours; employees are required to assume duties of a disaster worker in the event of a locally declared emergency.

    TECHNOLOGY ALLOWANCE

    Allowance of $100 per month for employees using personal cell phones in lieu of city issued devices based on Department Director recommendation and City Manager approval.

    CAFETERIA-STYLE HEALTH

    Employees hired after December 1, 2021, receive up to $1,800 per month to use towards the City's medical, dental, and vision health premiums. Employees who opt-out, receive $500 per month.

    RETIREMENT PROGRAM (CALPERS)

    All employees will be enrolled in the City's retirement program through CalPERS.

  • 2% @ 55 formula for classic California Public Employees' Retirement System (CalPERS) members.
  • Under the Public Employees' Pension Reform Act of 2013 (PEPRA), effective January 1, 2013, all "new members" will be subject to the 2.0% @ 62 benefit formula which also requires a three-year final compensation (the highest average annual pensionable compensation earned by a member during a period of at least 36 months) with an early retirement age of 52.

    A "New Member" is defined as : (1) A new hire that is brought into CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any other California public retirement system. (2) A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, and who is not eligible for reciprocity with another California public retirement system. (3) A member who established CalPERS membership prior to January 1, 2013, and who is hired by a different CalPERS employer after January 1, 2013, after a break in service of greater than six months.

    CalPERS refers to all members that do not fit within the definition of a new member as "classic members". All existing CalPERS members as of December 31, 2012, will retain the existing benefit levels for future service with the same employer.

    Effective January 1, 2013, PEPRA prohibited employers from paying any portion of a "new member's" member contribution rate. All non-classic California Public Employees' Retirement System (CalPERS) members must pay 50% of total normal cost as employee contribution rate.

    All "classic members" are required to contribute their full share, up to 8%, of the employee contribution of the CalPERS rate.

    SOCIAL SECURITY

    The City deducts from each full-time employees' paycheck, an amount as determined by law for the Federal Insurance Contributions Act (Social Security). In addition, the City contributes an additional amount at least equal to the employee's contribution.

    DEFERRED COMPENSATION 457

    All employees may voluntarily participate in the available 457 deferred compensation plan.

    FLEXIBLE BENEFIT PLAN (SECTION 125)

    The City offers employees a flexible benefit plan which will allow individuals to pay for certain expenses (childcare, unreimbursed medical expenses, insurance premiums) with pre-tax dollars.

    SHORT-TERM DISABILITY (STD)

    The City provides employees with a short-term disability plan to protect against cases where a non-work-related illness or injury is sustained which results in an inability to work for a short period of time. Employees will receive 66.67% or 2 / 3 of their pre-disability base salary (one-year average of W-2) with a waiting period of 15 calendar days before receiving their benefits and can last up to 11 weeks. Employees will receive continued payment until the employee is medically able to return to work, or has to begin utilizing long term disability, or until the employee reaches the age of 65, whichever comes first.

    LONG-TERM DISABILITY (LTD)

    The City provides employees with a long-term disability plan to protect against cases where a non-work-related illness or injury is sustained which results in an inability to work for a long period of time. In these cases, LTD is received only after STD has expired and the employee continues to be medically disabled. Employee will receive 66.67% or 2 / 3 of their pre-disability base salary with a 90-day waiting period. Employee will receive continued payment until the employee is medically able to return to work, or until the employee reaches the age of 65, whichever comes first.

    LIFE INSURANCE

    Employees receive an accidental death and dismemberment and life insurance policy of $100,000.

    TUITION REIMBURSEMENT

    Subject to City Manager approval, employees may attend and be reimbursed for part or all of the costs of educational and other training courses (up to $5,000 per fiscal year) which provide a benefit to the City provided there are budgeted funds for such approval by the City Council. Employees with may be reimbursed for registration, cost of books, tuition, lab fees and parking for classes or instruction, provided such classes or instruction are related to the employee's assigned duties with the City.

    WELLNESS PROGRAM

    The City shall reimburse employees up to three-hundred dollars $300 per fiscal year for qualifying expenses of the City's Wellness Program.

    COMPUTER PURCHASE PROGRAM

    The City provides a computer purchase program for all full-time employees.

    EMPLOYEE ASSISTANCE PROGRAM

    The City provides employees with access to the Employee Assistance Program (EAP).

    VACATION ACCRUAL

    Employees accrue 100 hours of vacation leave during their first year of service. 140 hours are accrued for employees with one year of service, up to (but not over) 13 years. For employees with over 13 years of service the accrual rate is 160 hours.

    VACATION BUYBACK

    Once per calendar year, employees are eligible to have the City buyback up to 60 hours of accumulated unused vacation time.

    ADMINISTRATIVE LEAVE

    Allocated an allotment of 60 hours per year.

    SICK LEAVE

    Employee will accrue ten (10) hours of sick leave per month. Sick leave will be earned, commencing on the first day of employment employee, and accrued on a bi-weekly basis.

    PAID HOLIDAYS

  • 12 paid holidays per year.
  • Non-essential City services and facilities are closed from Christmas Day (Christmas Eve beginning December 2022) through New Year's Day. Employees are required to utilize their own time or may opt to take the time off without pay during the holiday closure.

    FLEXIBLE SCHEDULING

    An alternate work schedule may be arranged with City Manager approval. This could include the possibility of utilizing flextime or telecommuting from an offsite location. Any prolonged telecommuting arrangement, or alternate workweek, must be approved, in writing, by the City Manager.
