General Summary
The Accountant will perform moderately complex tasks processing payroll and preparing accurate and timely financial statements in support of the Finance Division's fiscal activities, maintaining current customer account files for utility services, and preparing daily and monthly reconciliations. Work is performed under the direction of the Accounting Supervisor.
- Performs all phases of the payroll operation, including uploading payroll from timesheets, verifying HR changes in employee payroll records, completing direct deposit and payroll accounts payable payments, and completing and submitting all mandated federal and state reports.
- Processes leave accrual for employees and monitors balances for contract/policy compliance.
- Verify employee benefit charges on vendor invoice.
- Assists with daily and monthly reconciliations, including credit card activity, bank statements, various building department accounts, lease activity, and general ledger accounts.
- Enters cash receipts and prepares bank deposits.
- Performs all phases of the special assessments’ functions, including but not limited to responding to inquiries regarding pending and levied assessment balances, preparing assessment additions, preparing corrections and deletions, performing special assessment balance reconciliation, and preparing for year-end reporting information for the annual audit.
- Assists in the maintenance of all property and general liability insurance files; processes claims and provides information for the annual policy renewal process.
- Maintains city vehicle fleet records, including new vehicle registrations, vehicle renewals, transfers and disposals.
- Assists in lease administration, including tracking, reconciliation, and assistance with journal entry preparation.
- Prepare reports, schedules, and spreadsheets for annual audit functions.
- Assists with data compilation and calculations for setting annual public utility rates.
- Assists with financial activities of the Building Department and Parks & Recreation Department and posts to the general ledger.
- Performs records management functions for assigned job tasks and other department projects as assigned, including forms creation, document scanning, stored data organization and records retention management.
- Serves as back-up for Utility Billing and Accounts Payable functions as needed.
- Performs other duties as needed or assigned.

- Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and various database programs.
- Must establish and maintain working relationships with supervisors, co-workers, and other City personnel.
- Bachelor’s degree in accounting or a related field.
- One to three years of experience in accounting or finance.
- Valid driver’s license
- Governmental accounting, auditing or other related experience.
- Advanced knowledge of spreadsheet applications.
- Experience with a financial accounting software application.
- Experience with billing of public utilities, accounts payable, or accounts receivable.

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and using hands to finger, handle or feel, frequently requires reaching with hands and arms and repetitive motions and occasionally requires standing, walking, speaking or hearing and climbing or balancing.
