POSITION SUMMARY

Supervises and processes incarcerated individuals while providing safe and secure housing within the City of Rosenberg Jail. This position will maintain order and security through the city's municipal jail in accordance with established polices, regulations, and directed procedures. May provide department support for emergency and non-emergency operations and coordinates activities between the department, external agencies, and various contacts.

  • ESSENTIAL FUNCTIONS

  • Admits and discharges inmates
  • Records inmate demographic information and charges

  • Photographs and fingerprints inmates
  • Collects and updates property inventory to verify goods
  • Controls uncooperative or combative inmates using appropriate force
  • Controls all access to the jail
  • Monitor conduct of prisoners, according to established policies, regulations and directed procedures, to maintain order and safety
  • Maintain security by settling disputes between inmates, preventing disturbances, and assaults

  • Inspect conditions of locks, grills, doors, and gates to prevent escapes
  • Searches individuals for weapons and other illegal substances
  • Maintain surveillance of individuals or establishments
  • Fire, safety, and sanitation inspections
  • Escorts individuals for bonding and release to families
  • Seek medical assistance for incarcerated individuals as necessary
  • Provide adequate housing, food and general information for incarcerated individuals
  • Ensures compliance with all procedures and schedules for meals, laundry, cleaning, maintenance, inspection and inmate activates
  • Identifies and takes appropriate action with all special needs inmates
  • Interprets and complies with all bond conditions and commitment orders
  • Ensures that inmates are available for all scheduled court appearances and other appointments

  • Provides and supervises inmate access to educational, recreational, religious, and library services
  • Testifies in court when required
  • Receives bail bond monies and fine payments
  • Maintain logs and record information related to inmates and jail facility
  • Documents inmate incidents and activities

  • Prevents and documents damage to jail property and facilities
  • Answer or properly refers all inquiries concerning inmates
  • Prepares and reviews various documents for accuracy
  • May be assigned to special work details at the discretion of the Lieutenant
  • Attend meetings, maintains specialized equipment

  • Assists in training other staff
  • Ability to work the allocated hours of the position, and be willing to report for duty on short notice at any hour of the day or night

  • REQUIRED QUALIFICATIONS

  • Citizen of the United States
  • Twenty (20) years of age or older upon appointment
  • Documentary evidence of graduation from an accredited high school or successful completion of the General Educational Development Test
  • Experience or training in personal computer use with Microsoft Office software
  • Grade 4 / B21

    Civilian Jailer (Level I) : First level in series. Performs entry-level jail related duties such as inventorying and documenting evidence and property, processing and transporting prisoners, and providing routine care to prisoners.

  • Less than six (6) months experience as a paid Civilian Jailer
  • Grade 6 / B23

    Civilian Jailer (Level II) : Second level in series. Performs semiskilled-level jail related duties such as inventorying and documenting evidence and property, processing and transporting prisoners, and providing routine care to prisoners.

  • Three (3) years of experience as a paid Civilian Jailer
  • Basic Proficiency Jailer Certification from Texas Commission on Law Enforcement (TCOLE)
  • LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS

  • Valid Class C Texas Driver's License
  • Appointment will be conditional upon successful completion of the following pre-employment checks :

    SUMMARY OF EMPLOYEE BENEFITS

    PART I : INSURANCE

    The City of Rosenberg offers health and life Insurance to all full-time employees with eligibility beginning on the first (1st) day of the month following date of employment.

    The City has implemented a premium incentive deduction for all employees enrolled in the City's health insurance program, who have not used tobacco products in any form in the past three months and continue to not use tobacco products.

  • 5) LIFE AND AD&D INSURANCE :

    The City automatically provides Basic Life Insurance for all eligible employees at no cost. Basic Life Insurance is $25,000 with no option to add additional coverage. The benefit is paid to your beneficiaries in the event of your death.

    6) LONG TERM DISABILITY :

    The City provides employees with Long Term Disability in the amount of 60 percent of your salary (depending on position category) to a maximum of $5,000 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA). Benefits will be offset by any payments from SS, Workers Comp and other income offsets.

    7) WORKERS' COMPENSATION :

    All employees are covered under the Texas Workers' Compensation Insurance program through the Texas Municipal League. Eligibility for benefits is automatic and effective on the date of hire.

    8) SUPPLEMENTAL TERM & WHOLE LIFE, CANCER & AD&D INSURANCE :

    The City of Rosenberg offers you a variety of voluntary benefits. If you enroll, you pay the full cost of coverage and are able to use a payroll deduction.

    PART II : SAVINGS PLANS

    9) TEXAS MUNICIPAL RETIREMENT SYSTEM (TMRS) :

    Participation in the system is mandatory for all regular full-time employees. Each employee contributes at a rate of 7 percent of his / her gross wages. The City contributes to each employee's account at a 2 : 1 ratio. Vesting is 5 years of service. Retirement is 20 years of service at any age or 5 years of service at the age of 60.

    10) DEFERRED COMPENSATION 457(K) PLAN :

    Plans available through MissionSquare Retirement, DearBorn & Creggs, and Nationwide Retirement Solutions. Employees may enroll at the time of hire and throughout the year.

    11) SECTION 125 / FLEXIBLE BENEFITS PLAN :

    Allows you to contribute pre-tax salary into an account to be used to pay certain medical, dental, vision, and hearing care expenses not covered by insurance for yourself or a dependent within the meaning of Section 152(a) of the Internal Revenue Code. Dependent childcare is also available.

    PART III : HOLIDAYS / LEAVE

    12) HOLIDAYS :

    New Year's Day, Martin Luther King Jr Day, Memorial Day, Good Friday, Juneteenth, Independence Day, Labor Day, Fort Bend County Fair Day, Veterans Day, Thanksgiving Day, Friday following Thanksgiving Day, Christmas Eve, Christmas Day, and two (2) Personal Holidays

    Accrued vacation may be taken following the six-month probation period.

    14) SICK LEAVE :

    Sick leave is earned at the rate of one day per month. Firefighters will accrue ½ shift per month. For the purpose of computing sick time credit during the first year of employment, credit is given for the first month provided the employment date is the 15th of the month or earlier.

    15) LONGEVITY PAY :

    Begins after one year of service. $7.50 per month will be provided for each year of service rendered to the City. Longevity pay is an addition to your base salary and is paid annually, in December.

    PART IV : MISCELLANEOUS PROGRAMS

    16) EMPLOYEE ASSISTANCE PROGRAM (EAP) :

    Available through Dear Oaks EAP, provides assistance for employees and their immediate family members in the event of an emotional, family, legal, medical, substance abuse and / or financial problem. The EAP is available at no cost to the employee.

    18) EMPLOYEE AWARDS LUNCHEON :

    Each December the City holds its annual employee Awards Luncheon. Lunch is provided and various awards are given out.
