The current vacancy resides in the Economic Development Department within the Housing Division. The employment list that will be established from this recruitment may be utilized to fill future regular, limited-term, and temporary vacancies. The current vacancy is regular, full-time, and benefitted.

DEFINITION

To perform professional administrative, financial, budgetary and operational support and analysis for a department, division or program; to perform research, statistical, and other analytical work; and to fulfill other administrative assignments in functional areas such as budget, contract administration, grant administration, communications, legislative monitoring, and regulatory compliance. 


DISTINGUISHING CHARACTERISTICS

Management Analyst I – This is the entry level class in the Management Analyst series.  This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under general supervision while learning job tasks.

Management Analyst II – This is the journey level class within the Management Analyst series and is distinguished from the I level by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

SUPERVISION RECEIVED AND EXERCISED

Management Analyst I 

Receives general supervision from assigned management or supervisory personnel.

May exercise technical and functional supervision over technical and administrative support personnel.

Management Analyst II

Receives direction from assigned management or supervisory personnel.

May exercise technical and functional supervision over lower level professional and direct supervision over technical and administrative support personnel.

Experience and Training

Experience:

No professional experience is required.

Training:

A Bachelor’s degree from an accredited college or university, preferably in business administration, finance, accounting, public administration, or a related field.



Management Analyst II

In addition to the qualifications for the Management Analyst I: 


Experience and Training

Experience:

Two years of responsible experience performing duties similar to that of an Management Analyst I with the City of Roseville.

AND

Training:

A Bachelor’s degree from an accredited college or university, preferably in business administration, finance, accounting, public administration, or a related field.

  • Educational background from a foreign country may be evaluated by an accredited United States college or university listed on the U.S. Department of Education Database of Accredited Post-Secondary Institutions and Programs website.
  • Verification of degree equivalency may be obtained from organizations that provide foreign education credential evaluation services. The City of Roseville will accept verification from any of the listed member agencies found athttp://www.naces.orgorwww.aice-eval.org.
  • A copy of the foreign credential evaluation verification can be attached to the employment application.
  • If you are offered a position with the City of Roseville, as a part of the pre-employment steps, applicants must provide a foreign degree credential equivalency certificate from an approved member agency above.  Applicants who do not provide verification, will be eliminated from further consideration.
SELECTION PROCESS:
All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination. The applicant’s experience and education will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the Employment List. Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations. 


Final appointment is contingent upon a check of past employment references, passing a City-paid fingerprint check, and depending on the position applied for, a pre-employment medical exam, drug and alcohol screening test, credit check, license and/or education verification, psychological examination, and/or an extensive Police Department background check process.

Some positions require the clearance of a comprehensive Police Department (PD) background check within 12 months of appointment.  The City may appoint candidates to positions prior to clearing the extensive Police Department background check, and in those circumstances the candidate will be advised in advance that security access in the information technology systems will be limited to non-PD related systems until PD clearance is received, and if the candidate ultimately does not clear the PD background it will result in release from City service without appeal rights, in accordance with Personnel Rules 3.04.050.
