Position Overview:
To oversee, direct and manage the operations and activities of an assigned bureau within the Police Department, including oversight of the Field Operations Bureau or the Support Operations Bureau; to coordinate activities with other divisions and personnel in the department, the organization, outside agencies and the general public; to coordinate with and provide highly complex administrative support to the Police Chief.
Participate in the management of the Police Department; assist in the creation and implementation of policy; monitor departmental programs and policies of the department; oversee, manage, supervise and direct an assigned bureau within the department.
Manage and participate in the development and administration of the budget for assigned division of the department; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.
Manage communications between the multiple divisions of the department; manage resolution of complaints and carry out problem solving (internal and external) within the department. Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems and internal reporting relationships; identify opportunities for improvement and review same with the Police Chief; implement improvements. Assists Police Chief in making recommendations regarding disciplinary actions.
Act as a liaison to and coordinate activities and programs with other law enforcement agencies and with judicial and legal agencies. Perform special projects, research and prepare various reports, analyze various reports, make recommendations and execute decisions of conclusions reached. Respond to requests for information from City officials and staff, department personnel and the general public. Participate in the development and implementation of goals, objectives, policies and priorities for assigned division; identify resource needs; recommend and implement policies and procedures.
Manage and participate in selecting, training, motivating, evaluating, disciplining, and terminating personnel; provide or coordinate staff training; work with employees to correct deficiencies; oversee employee work schedules and payroll within assigned division.
Works with staff to ensure the department remains compliant with the Texas Police Chief’s Association Best Practices Recognition Program.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and collaborate with other city departments to provide quality, seamless customer service.
May participate in a variety of law enforcement activities and programs including making arrests of suspects in traffic and criminal offenses, executing search warrants, issuing citations, appearing in court for criminal, civil and other law enforcement-related matters, accompanying officers during patrol and investigative activities; conduct surveillance; apprehend offenders; conduct interviews or interrogations with various persons relevant to investigations, arrests, complaints, and other law enforcement matters.
Use departmental computer equipment to input, review and obtain records, information and other various data. May serve as acting Police Chief in the incumbent's absence. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Bachelor’s degree from an accredited college or university in Criminal Justice, Police Science, Social Science, Criminology, Public or Business Administration or related field as well as fifteen (15) years of progressively responsible police department experience with increasing levels of responsibility in management and supervisory positions, including at least five (5) years of supervisory experience, all of which will have occurred in a medium-to-large municipal police department or law enforcement agency with at least three (3) years at the Command Level (rank of Lieutenant/Captain or higher).
Completion of advanced leadership programs such as the FBI National Academy, PERF’s Senior Management Institute for Police (SMIP), Northwestern School of Police Staff & Command (SPSC), or Law Enforcement Management Institute of Texas (LEMIT) is highly desirable. A satisfactory and equivalent combination of education and experience that demonstrates knowledge, skills, and ability to perform the described duties of the position may be considered.
Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Possession of a Master Peace Officer Proficiency Certification by the Texas Commission on Law Enforcement (TCOLE) required. Legal qualification, under the laws of the United States of America and the State of Texas, to possess firearms and ammunition.
Salary : $145,000 - $167,771
