Position Overview:
Under the administrative direction of the Deputy City Manager, directs the Public Works Department with responsibility for the operation, planning, administration, financial management and inter-governmental relations for public works and development activities. Responsible for developing and analyzing departmental policies, serving as departmental liaison with City boards/commissions, Council and citizens, providing professional services and by interfacing with other City employees and citizens. Performs related duties as required.The Director of Public Works reports directly to the Deputy City Manager and is a valued member of the City’s Executive Team. The Director is responsible for the operation, planning, administration, financial management and inter-governmental relations for Public Works activities. The position also oversees asset and infrastructure management, serves as departmental liaison with City boards/commissions, City Council and citizens, and provides professional services by interfacing with other City employees and citizens.
The Director is responsible for strategic planning with a focus on long-term goals and objectives for the department. This includes establishing criteria for project scheduling and prioritization to maximize the efficiency and effectiveness of public works operations. The position develops and analyzes departmental policies by working with Public Works division managers, implementing those policies and providing oversight on their adoption and efficiency. Staff training and professional development are essential organizational strategies. The Director will ensure all required licensing, certifications and training is identified, maintained and encouraged.
The Director attends City Council Meetings and Workshops, participates in community events and outreach programs, fosters a culture of wellness in the department as part of the City's Wellness Program, and is an active participant of the organization.Graduation from an accredited college or university with a Bachelor's Degree in Business or Public Administration, Civil Engineering or a related field and eight years experience involving design, construction, maintenance or operation of a variety of public works related functions, including five years in a supervisory role. An equivalent combination of education and experience may be considered for this position. Master's Degree in business, public administration or engineering management is desired and preferable.
Valid Texas Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Registration as a Professional Engineer in the State of Texas is desirable.
Salary : $130,669 - $196,002
