With supervisor approval, incumbents may be eligible for intermittent remote work; however, they must physically reside within the Sacramento region or have the ability to regularly report to a City of Sacramento physical worksite with little notice.

The Human Resources Department is seeking an experienced Equal Employment Opportunity (EEO) Specialist to assist in administering the City's EEO program and ensuring compliance with EEO-related policies. This position is responsible for conducting thorough investigations into complaints of discrimination, harassment, and retaliation; making evidence-based conclusions; and preparing detailed, defensible reports. The EEO Specialist coordinates and delivers employee training to maintain compliance with state and federal EEO laws and regulations. Additionally, the role provides guidance and expert advice to senior-level leadership on EEO matters, fostering a workplace environment that promotes equity and inclusion.

IDEAL CANDIDATE STATEMENT

The ideal candidate for the Equal Employment Opportunity (EEO) Specialist position is a highly skilled professional with extensive knowledge of state and federal EEO laws, rules, and regulations. The candidate is tactful and professional, demonstrating empathy while handling sensitive matters and interacting with diverse individuals. They are adept at managing a caseload efficiently, prioritizing tasks, and working independently to meet deadlines without sacrificing quality. Additionally, they communicate effectively with high-level Agency management, elected officials, and representatives from regulatory bodies, including the California Civil Rights Division and the federal EEOC. With exceptional critical thinking and attention to detail, they confidently provide testimony in arbitration and disciplinary proceedings.

DEFINITION

Under general direction, the Equal Employment Specialist provides staff assistance in the areas, that include : the City's Equal Employment Opportunity (EEO), Affirmative Action (AA), and Americans with Disabilities Act (ADA) regulatory processes; participates in implementation of policies and procedures; reviews compliance; resolves complaints; prepares a variety of statistical and narrative reports.

DISTINGUISHING CHARACTERISTICS

This is a single-position classification. The Equal Employment Specialist independently performs the entire range of administrative and technical duties requiring complete knowledge of the City's policies and procedures. This class is distinguished from the higher level of Equal Employment Manager by the level of responsibility and authority exercised for the City's regulatory processes.

SUPERVISION RECEIVED AND EXERCISED

General direction is provided by a higher-level management staff. Responsibilities may include the technical supervision of administrative and clerical personnel. The Equal Employment Specialist does not supervise.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Monitors and evaluates the adequacy and effectiveness of the policies and procedures used to implement the EEO / AA Program and ADA compliance.
  • Receives and investigates complaints of discrimination and harassment; determines validity of complaints, and resolves informally or recommends appropriate action to formally resolve complaints; assists managers and supervisors in informally resolving conflicts or other matters that could escalate into formal complaints; counsels employees.
  • Reviews laws, legislation, rules regulations and court decisions; evaluates impact on agency rules, policies and practices; recommends alternatives, corrections, or remedial actions necessary to maintain an effective EEO / AA program.
  • Provides guidance, technical assistance, counseling, and training to Department managers and employees, City Attorney, and Risk Management on EEO, AA, and ADA matters; advises Human Resources and department managers on underutilization and assist in developing plans to actively recruit from underutilized groups.
  • Represents the City with Federal, State, local agencies, and community groups regarding EEO / AA / ADA compliance, complaints, reviews, and investigation.
  • Conducts surveys and research; compiles and analyzes data; prepares complex narrative and statistical reports; may supervise administrative or clerical staff.

QUALIFICATIONS

Knowledge of :

  • Federal, State, and local legislation pertaining to EEO and AA programs and practices.
  • EEO / AA / ADA and labor relations case law and regulations.
  • Discrimination complaint investigation techniques.
  • Principles and practices of public administration, governmental budgeting, supervision, personnel administration, analytical procedures, and modern office management methods and practices.
  • Statistical analysis techniques.
  • Principles and methods of recruitment, selection, and upward mobility of employees.
  • Skill in :

  • Collecting and analyzing large volumes of data and reaching a conclusion supported by research.
  • Analyzing complex problems and identifying alternative actions and solutions.
  • Building a consensus among parties with competing or conflicting interests.
  • Presenting ideas effectively verbally and in writing.
  • Eliciting information and effectively listening.
  • Counseling employees and resolving problems.
  • Use of computers, computer applications, and software.
  • Ability to :

  • EXPERIENCE AND EDUCATION

    Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be :

    Experience :

    Two years of progressively responsible technical professional experience, with responsibility for increasingly more complex assignments implementing EEO / AA programs.

    Education :

    Completion of a Bachelor's degree from an accredited college in public or business administration, personnel law, or a related subject.
