DEFINITION
Under limited direction, the Chief of Staff to the Mayor supports the Mayor by planning, directing, coordinating, and evaluating the overall operation of the Mayor's Office, performs a variety of advanced professional duties and analytical projects for the Mayor; relieves the Mayor of administrative detail; acts as a liaison to City Council members; responds to constituent inquiries; attends and represents the Mayor at governmental, community group, school, and service club meetings; and assumes responsibility for the office in the absence of the Mayor.
DISTINGUISHING CHARACTERISTICS
This is a single position classification. The Chief of Staff to the Mayor refers only difficult, unusual or highly sensitive or confidential matters to the Mayor. This classification is reserved for the Mayor, and the incumbent often maintains a high public profile and acts as a conduit and filter for information that can be sensitive. The incumbent is the initial contact and liaison for the constituency.
SUPERVISION RECEIVED AND EXERCISED
Limited supervision is provided by the Mayor. Responsibilities may include providing leadwork to the secretarial staff or interns.- Responds promptly to constituent complaints or inquiries by gathering information, coordinating with city staff or others; discusses constituent complaints or inquiries with the Mayor and receives direction; responds to constituent via letter, phone, or e-mail; researches and follows up on status of projects or pending issues.
- Coordinates day-to-day operation of the Mayor's office: manages workload, provides leadwork to secretary and interns, is first responder to items of urgency, coordinates office's response to news or changing policy; attends Mayor office meetings, including regular Administrative Assistant meetings; monitors and researches items on Mayor's agenda, prepares reports of findings and recommendations.
- Prepares and monitors office's budget, including processing check requests, monitoring balances, and planning annual budget, as well as managing unexpected variables; monitors and researches items in City budget.
- Attends outside meetings during both workday and evenings, in the community including Neighborhood Services Area meetings, neighborhood association meetings, special meetings on urgent issues in the community, and others of a variable nature; represents Mayor at a wide variety of meetings both during workday and evening, as required.
- Prepares and organizes Mayor's meetings, including goals, location, equipment, agenda, participants, and any other variables.
- Assists Mayor with special media events, as required; assists Mayor in preparing articles for local media.
- Plans, organizes, executes, and presents status report on Mayor's mission, goals, and objectives.
- Performs other or related duties as assigned.Knowledge of:
- Research methods, data analysis, and preparation of reports.
- Advanced administration, organization, and policy analysis of municipal government.
- Functions of the Mayor's office and City Council.
- City political processes and procedures and the Sacramento community as a whole.
- Function of various city departments and where to go for answers for the public and the Council Member.
Skill in:
- Verbal and written communication, time management, diplomacy.
- Intermediate level desktop computers, computer applications and software.
Ability to:
- Lead in the formulation, implementation, and coordination of City policies.
- Balance conflicting priorities in a public office environment.
- Communicate clearly and concisely, both orally and in writing.

EXPERIENCE AND EDUCATION
Experience:
A minimum of seven years of public sector experience in a similar capacity, preferably in a City Government.
Education:
Bachelor's degree or equivalent experience; or a combination of college-level education plus relevant experience.
PROOF OF EDUCATION
Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.
An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

3. Screening Committee: (Pass/Fail) - All applications received will be forwarded to the hiring department for review until the position is filled. 4. Interview Process: Human Resources will forward applications to the hiring department. Those determined to be the most qualified candidates will be invited to participate in an interview process.
5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
