Under general supervision, the HVAC Systems Mechanic responds to service requests to perform skilled diagnosis, repair, overhaul and replacement work in heating, air conditioning, ventilation, refrigeration, and building automation systems for a wide variety of equipment in City facilities and buildings. The HVAC Systems Mechanic will monitor, program, repair and adjust digital controls and field devices for building air conditioning, heating, ventilation and other various mechanical/electrical systems. The HVAC Systems Mechanic will perform all preventive maintenance tasks and other system checks to ensure proper indoor air quality, system efficiency and occupancy comfort.


DISTINGUISHING CHARACTERISTICS

This journey-level classification is populated with multiple incumbents. Incumbents typically work alone on corrective and preventive maintenance work assignments while referring only the most complex problems to the supervisor. The HVAC Systems Mechanic differs from that of Senior Systems HVAC Mechanic in that the former is a journey-level position with no responsibility for supervision.


SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by higher level staff.
  • Install, operate, repair, overhaul and develop preventative maintenance programs for commercial and industrial heating, air conditioning, ventilating and refrigeration systems.
     
  • Install, calibrate, and maintain pneumatic, electrical, digital and electronic controls.
     
  • Report major system problems to supervisor, or lead person verbally or in writing.
     
  • Monitor and recommend changes to improve efficiency, economy and to conserve energy.
     
  • Maintain boiler rooms, equipment rooms and other areas in a clean and orderly condition.
     
  • Repair or replace systems including air handlers, compressors, condensers, appliances, furnaces, ventilation fans, building automation controls, package and split systems and other related equipment as required.
     
  • Maintain computerized records for work order activity and time sheet accounting.
     
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
Required Knowledge, Skills & Abilities

Knowledge of:
  • Principles involved in heating, ventilating, air conditioning, electrical, digital, electronic and pneumatic controls, plumbing and refrigeration systems, and the proper repair techniques for these systems.
     
  • General building maintenance and repair, including plumbing and electrical.
     
  • Preventive maintenance chemicals and other materials used in boilers, chillers, cooling towers, and similar equipment.
     
  • Current local building, mechanical, plumbing, and electrical codes.
     
  • Energy conservation products and techniques.
     
  • Computerized logs and recordkeeping.
     
  • Pneumatic and Direct Digital Controls for HVAC equipment.
     
  • Hardware, firmware and software for building automation system requirements.


Ability to:
  • Adjust and calibrate pneumatic, electric and electronic controls connected with air circulation systems.
     
  • Use testing equipment for electronics, pneumatics, air-flow, speed, temperature, humidity, etc.
     
  • Use welding equipment, small power tools such as saws, drills, grinders, etc., and hand tools such as wrenches, pliers, hammers, ratchet socket sets, etc., in a proper and safe manner.
     
  • Communicate effectively in English, orally and in writing.
     
  • Read blueprints and electrical diagrams.
     
  • Analyze situations accurately and take effective action.
     
  • Maintain records and prepare reports.
     
  • Establish and maintain effective relationships with other employees and the general public.
     
  • Program and use software for Direct Digital Control systems for HVAC equipment.
     
  • Use informational databases.
     
  • Diagnose and repair all types of HVAC, refrigeration and various life-safety monitoring equipment.
     
  • Maintain a comprehensive preventative maintenance program.
     
  • Must be willing to be on-call and work nights, weekends and holidays as required.
     
  • Value customers and co-workers through provision of excellent customer service.
     
  • Lift and carry heavy parts and equipment weighing up to 100 pounds.
     
  • Must not be affected by heights.
     
  • Must have normal hearing.
     
  • Eyesight must be corrected to 20/20.
     
  • Climb stairs and ladders and to crawl into and work in small, closed-in spaces.


Experience and Education:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Four years of increasingly responsible work experience as a repair technician or closely related classification with responsibility for the installation, operation, maintenance, and repair of heating, air conditioning, electrical, ventilating, high and low pressure boilers, and similar systems, including two years working with programmable digital controls, such as, but not limited to Direct Digital Controls including Barber-Colman, Invensis, Tridium, and Johnson Metasys systems.

-OR-

Completion of an accredited educational program in heating, air-conditioning, and refrigeration in a trade school, community college, or the U.S. Armed Forces. All education requirements must be verifiable from records of satisfactory completion of courses.
-AND-
Two years of work experience as a repair technician or closely related classification with responsibility for the installation, operation, maintenance, and repair of heating, air conditioning, electrical, ventilating, high and low pressure boilers, and similar systems.

-OR-

Completion of a formal apprenticeship program in heating, air-conditioning, and refrigeration. Completion must be verifiable through apprenticeship program.

PROOF OF EDUCATION 

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.  

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment. 


Special Qualifications:

Possession of an EPA Universal Certification of Refrigerant Handling is required at time of appointment.

A valid California Class C Driver License is required for appointment to this classification, and must be maintained in order to continue employment in the classification. Probationary Period:

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Screening Committee: (Pass/Fail)– Human Resources will evaluate employment applications for the minimum qualifications stated on the job announcement.  

3. Screening For Most Qualified: (Pass/Fail) – In the event of a large candidate pool, each candidate's Work Experience section of the application will be evaluated and rated. Only those candidates determined to be the most qualified will proceed to the next step in the selection process. 4. Performance Test: (Weighted 100%) – Qualified candidates will be notified by email of the test date, time, and location approximately one to two weeks prior to the test. The performance test will be job related and may include, but not limited to, the knowledge and abilities as outlined above. The performance exam will be administered in English only. 

TEST EXEMPTION - If you have previously taken the HVAC Systems Mechanic exam within the past year of the final filing date of this posting, you may be considered exempt from taking the HVAC Systems Mechanic Exam.  

The City of Sacramento’s Human Resources Department will verify applicant’s eligibility at the time of the final filing deadline of this job posting. 

5. Eligibility - Candidates who pass the performance test will be placed on an eligible list. The hiring department may contact those on the eligible list for an interview at any time during the life of the one-year list. Candidate’s eligibility expires year from the date of notification of a passing score for the HVAC Systems Mechanic examination. Candidates can take the examination at any time to maintain eligibility.  

  • If you are currently on an active eligible list for the HVAC Systems Mechanic classification, it is unnecessary to retake the examination.
  • The eligible list is effective one year from the date of passing the examination for the HVAC Systems Mechanic.
  • If you are hired from the eligible list you will no longer have active status on the eligible list per Civil Service Board Rule, 5.7(i). Applicants interested in maintaining their eligibility will need to take and pass the exam after their hire date.

6. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
