What are the responsibilities and job description for the Community-Based Organization Liaison position at City of Saint Paul?
The Office of Neighborhood Safety is currently looking for an experienced community-based liaison with strong project management skills to join our team. The Community-Based Organization Liaison will serve as a liaison between Office of Neighborhood Safety (ONS) contracted partners and the City. This individual will be responsible for planning, organizing, and coordination of contracted partners to be best positioned to receive City funding and supporting the ongoing administrative needs of contracted organizations.

A Bachelor's Degree in Public Administration, Public Policy, Education, Urban Planning, Information Systems, Management, Business Management, or a closely related field and six years of relevant project and management support experience including; strategic planning, project management, research and analytical services, grant development and administration, contract development and administration, financial and cost analysis, or equivalent experience. Acceptable related degrees may be specified by the requirements of each hiring department.
A combination of education and experience to equal ten (10) years or more can be used to qualify for the position. A Master's degree may be substituted for two years of related experience.Â
Four years of vacancy related experience can be substituted for a Bachelor's Degree. Vacancy-related experience includes experience in grant making or grant writing, direct services, community outreach and engagement, Non-Government Organizations or Community Based Organizations administrative support, or management and administrative work.
Must possess and maintain a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. Â

Here's What You Can Expect To Do
- Trains and evaluates assigned professional and support personnel contracted for ONS program activities.
- Attends all Neighborhood Safety Community Council (NSCC) meetings and support the grant-making activities of the NSCC.
- Supports the Project PEACE Program Manager in identifying service needs and appropriate partner agencies to provide services.
- Serves as a liaison to citizen groups and community-based organizations to advise groups on resolving specific problems and complaints associated with City agency program, policy, or projects. Confers with agency staff to explain community issues and complaints to find resolution.
- Performs expert-level professional and managerial work to support ONS-funded partners in planning, implementing, and evaluating city-directed activities.
- Provides information about city government to community and neighborhood groups; provides technical assistance to community and neighborhood groups undertaking ONS organized efforts and assists ONS with community outreach efforts.
- Establishes and evaluates city-funded partner goals, objectives, and programs in accordance with long-term and short-term plans.
- Assists the ONS Director in developing annual budget for CBO funding.
- Prepares planning and progress reports regarding city-funded and directed activities.
- Assists in contracts and grant-making activities in the Office of Neighborhood Safety.
