What are the responsibilities and job description for the Web Developer position at City of Saint Paul?
As part of the development group on OTC’s Digital Services team, this role will also be involved in broader solution efforts that require custom development skillsets. Therefore, in addition to performing complex programming work on the website, this role will be involved in consulting and partnering with departments on new projects and efforts with the City’s website and other custom web solutions as assigned.
This is a unique opportunity that will offer the successful candidate the opportunity to oversee and ensure the successful functioning of an organization’s web presence along with flexibility to apply their skills to other areas across OTC’s diverse solution set.
Primary Responsibilities:
- Support all technical aspects of the City’s website (development, design, maintenance, administration)
- Troubleshoot and resolve website issues, including broken links, code errors, and other technical issues.
- Develop web pages and custom website components using HTML, CSS, JavaScript, and other web technologies
- Assist with managing website content and updates using content management systems.
- Work with cross-functional teams to define business requirements and user needs
- Analyze and recommend solutions for technical issues related to website and web application development
- Collaborate with designers to ensure the design is translated accurately into code
- Conduct testing to ensure websites and web applications are responsive and intuitive
- Ensure the website and associated web applications meet accessibility standards and are compatible with various web browsers
- Document technical specifications and user manuals for websites and web applications
- Keep up-to-date with emerging web technologies and best practices

A Bachelor's Degree in Information Management, Computer Technology, or a related field and four (4) years of work experience related to the vacancy or a vacancy-related technical school certificate and six (6) years of work experience related to the vacancy.May require a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license.

GENERAL INFORMATION:
Open Job Posting: This posting is open to anyone who meets the position requirements.
Eligible Lists Created from Open Job Posting: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Non-promotion eligible lists typically are pass/fail and promotion eligible lists are typically ranked. If the open eligible list created contains a veteran, one open list will exist. When there are no veterans remaining on the eligible list (i.e. hired, withdrawn) from an open list that also contains promotional candidates, two lists will be created: one open list and one promotion list. If two lists exist, the promotion list must be exhausted before the open list is considered.
Final Selection Process: Those who pass will be placed on an eligible list for approximately six months and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
Condition of Employment: This position requires a background check and may require a driver’s license check. Candidates will be required to submit proof of education to Human Resources upon conditional job offer. This position may be subject to limited on-call status for after-hours services associated with the assignment.
