The City of Salem is seeking a dedicated and experienced attorney to join its legal team as General Counsel, with a primary focus on conducting thorough investigations into workplace misconduct. What you will do:
In this role, you will work closely with City departments to investigate and assess allegations of workplace misconduct, providing detailed reports on findings and recommendations. Your expertise will be vital in also guiding Risk Management and Salem Police on incidents that may pose liability for the City. As a trusted advisor, you will also provide counsel on a variety of municipal law matters, including employment and labor law, other subjects as it relates to investigations and helping to shape the City’s approach to legal challenges and compliance.
The ideal candidate will bring strong investigative experience, a deep understanding of employment and labor law, and a commitment to promoting a positive and equitable workplace. You will play an integral role in advancing the City's goals while fostering an environment where all employees can thrive.
Candidates must have excellent written and oral communication skills and be apt at managing multiple tasks and competing priorities. The ability to work in a team environment is essential, along with developing cohesive relationships with client departments and employees.
This position will be under the general direction of the City Attorney and work closely with a dynamic group of professionals who are committed to excellence.

- Our team follows a hybrid work structure where employees can work remotely or from the office (555 Liberty St. SE Salem, Oregon 97301), as needed, based on demands of specific tasks and manager approval. This is subject to change based on business needs.
- Position Schedule: Monday through Friday 8am-5pm. Occasional early morning and evening meetings.

What are the minimum qualifications?
- Must pass the pre-employment background check.
- Must pass criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment).
- Doctor of Jurisprudence or equivalent from an accredited college or university of law, and two years of experience in the practice of law, preferably with relevant experience in municipal/government law.
- Admission to and good standing with the Oregon State Bar required.
