Job Summary
The City of Salem is seeking a Human Resources Manager to join the Human Resources Division within the Enterprise Services Department. This pivotal role addresses HR impacts across various areas of the City. The Human Resources Manager will supervise the HR Business Partner team while collaborating effectively to support approximately 1,300 employees across multiple City departments. Key responsibilities include planning, organizing, and directing the HR Business Partner team across various functional areas, including Employee and Labor Relations, Compensation, Classification reviews, and Performance Management. The City has six collective bargaining units.

What you will do:
In this role, you will direct and support the HR Business Partner team and the HR department in providing comprehensive human resources consultative and technical assistance to all City departments and employees. You will be responsible for the direct supervision of five business partners, ensuring effective administration of elements of the City's human resources program, including organizational development analysis, employee relations, and labor relations.

What are the minimum qualifications?
- Must pass the pre-employment background check.
- Must have an Oregon Driver's License and a driving record that meets the City of Salem’s driving standards.
- Bachelor’s degree from an accredited college or university in business or public administration, or a related field, and six years of progressively responsible professional Human Resource work such as a HR Generalist/Analyst or higher-level HR supervisory/managerial skills or ten years or more of progressively responsible experience in Human Resources as a Generalist/Analyst or higher-level HR supervisory/managerial position. All human resource professional experience must be working directly in supporting complex HR employee/labor functions and management involving grievance resolution, conducting investigations, and labor/management collaboration, demonstrating the necessary knowledge, skills, and abilities to perform the essential functions of the position.
- National accreditation as a Senior Human Resources Professional and/or Labor Relations (e.g., SHRM-CP, SHRM-SCP, NPELRA, HRCI) is preferred.

- Evaluate assigned staff; bridge communications between management/ employees and our union partners and recommend and administer disciplinary actions.
