The Natural Resources Technician/ Stormwater Facility Technician plays a crucial role in safeguarding environmental quality within the City of Salem. This position is responsible for conducting comprehensive inspections of stormwater management facilities, and ensuring compliance with local, state, and federal regulations. By systematically evaluating the condition and performance of stormwater systems, the inspector helps prevent pollution, reduce flooding risks, and enhance water quality in local waterways.

What you will do:
The Natural Resources Technician position performs seasonal work in collecting, analyzing, and inspecting technical information associated with urban natural resources, and providing support to the stormwater quality programs related to operations and maintenance, outreach, natural areas, stream cleaning, and environmental monitoring programs.

This Natural Resource Technician position will assist the stormwater inspections technicians with both field and office work. Field work will consist of performing inspections of public and private mechanical and vegetated water quality treatment facilities. Upon completion of training, the Natural Resource Technician will  inspect facilities and perform field investigations independently. Office work will consist of organizing inspection information including locating, gathering, and organizing plans and as-builts, maintenance agreements, and more information associated with the facility inspection and maintenance. There may be opportunity to provide outreach to private stormwater facilities owners.  

Lifting heavy objects with mechanical assistance is a common task of the job. 

Additional information on job responsibilities:

  • Inspect, map, and record natural resources and stormwater treatment infrastructure. 
  • Conduct field data collection, analysis, drafting, and inspections. 
  • Assist with inventory and assessment of the City's natural resources and infrastructure. 
  • Update program plans, including field mapping, data entry, resource analysis, and characterization. 
  • Assist in site selection and mapping for future planning and program projects. 
  • Assist with public outreach for parks, stormwater related programs, plans, and projects. 
  • Conduct research, compile data, and prepare concise and clearly written reports and associated maps.

What are the minimum qualifications?

  • Must have an Oregon Driver license and meet the City of Salem's driving standards. 
  • Associates degree from an accredited college or university in environmental science, biology, natural resource, engineering, mathematics, or planning field, and two years of experience related to area of assignment, or any combination of education and experience 
  • GIS, ArcMap, and/or other mapping software/handheld devices experience preferred.

  • Field techniques for accurate mapping, assessment, and analysis of natural resources and stormwater infrastructure. 
  • Engineering, mathematics, and planning concepts. 
  • GIS systems, devices, software, equipment, and development. 
  • Read and interpret maps, construction plans, and drawings. 
  • Knowledge of traffic laws, occupational hazards, and safety precautions. 
  • Basic plant identification knowledge. 
  • Communicate both verbally and in writing. 
  • Operate office computers, software, and equipment. 
  • Establish effective working relationships with employees, other departments, and the public. 
  • Organize on-going projects, set priorities, meet critical deadlines, and follow up on assignments with a minimum of direction. 
  • Produce accurate and legible maps or other information for reports, website, and reports. 
  • Respect, seek to understand, and value individual differences to foster and support a diverse and inclusive workplace. 

Physical Requirements

  • Field work in all weather conditions, carrying gear and often working along busy roads. Must be able to work outside on uneven terrain and in inclement weather. 
  • Exert up to 50 pounds or more of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. 
  • Perform tasks that may require the incumbent to stoop, kneel, stand, walk, reach, use manual dexterity, and perform repetitive motions 
  • Express or exchange ideas by means of the spoken word. 
  • Receive detailed information through oral communication with or without accommodations 
  • Visual acuity necessary to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and writing; visual inspections of environmental conditions. 
  • Work is performed where employees are subject to both internal and external environmental conditions.
