GENERAL DESCRIPTION OF DUTIES:
The City of Salida [“City”] seeks a seasoned leader to lead the Human Resources (HR) function in this hands-on operational role. The Human Resources [“HR”] Manager is a professional administrative position whose primary responsibility is to provide HR support and services to the City Administrator, Department Heads, employees and candidates for employment. The HR Manager will have accountability for the people strategy of the City and must be able to balance the tactical and strategic elements of HR to create a culture and brand that will strategically address staffing and workforce needs. This position works full-time in City Hall.
The City is a thriving historic, cultural, arts and recreational mountain community located in south-central Colorado. It is regularly recognized by many local and national publications as a prime location in which to live and enjoy life. The City currently employs approximately 100 staff members. Of that number, about half are full-time positions with benefits and the rest include part-time or seasonal jobs.

ORGANIZATIONAL RELATIONSHIPS:
Works closely with all employees in City Hall with primary direction provided by the City Administrator.
ESSENTIAL DUTIES:

This position involves customer service, regular assigned responsibilities, ad hoc duties and requires the ability to resolve problems and multi-task:
- Regular, predictable, and dependable on-site workplace attendance is an essential function of the job.
- Leads the Human Resources functions of the City by modernizing and refining processes and activities aligned toward achieving the strategic objectives of the organization.
- Partners with the Senior Leadership Team to develop short- and long-range goals and objectives that meet business needs.
- Anticipates the future direction of the community, ensuring human capital philosophies, practices, policies, and programs support the strategic direction of the City.
- Provides advice, coaching, insights and innovative thinking to leadership throughout the organization. Provides mediation and facilitation support to the City in complex interpersonal situations and supports leaders in disciplinary processes when necessary.
- Leads the performance management program for the City.
- Develops and communicates the Total Rewards strategy to maintain the City’s reputation as a destination employer.
- Monitors the City’s talent needs and pipeline to collaborate on workforce and talent plans that meet the evolving short-term and long-term talent needs. Understands the challenges of hiring and offers unique suggestions to attract talent.
- Leads and sponsors organizational culture change with innovative and strategic programs.
- Coordinates the implementation of employee benefit plans with City partners and makes recommendations to the City Administrator for responses to market changes.
- Creates training programs for City leadership to enhance management skills for all department leaders.
- Develops and enhances technology solutions for staffing, hiring, and streamlining HR functions.
- Monitors and tracks key HR metrics to drive improvement activities.
- Stays abreast of legal and regulatory changes in Human Resources and ensures the City is in compliance.
- Consults with legal counsel regarding employment and labor relations matters as needed.
- Serves as the City representative in court proceedings, and with state or federal agencies for personnel related issues.
REQUIREMENTS
- Bachelor’s degree in human resources or related field from an accredited college or university. Graduate degree preferred.
- HR certification preferred. [PHR, SPHR, SHRM-CH]
- A minimum of six years of progressively responsible experience in human resources, with at least three years of prior management experience.
- Public sector experience preferred.
- Previous experience with ADP preferred.
- Must be comfortable challenging the status quo to serve as a true adviser and partner to leadership team.
- Current experience, knowledge and skill of HR, people issues, accounting, budgeting, workers’ compensation, organizational structures, operating procedures, policy formulation, and development/implementation of new strategies and procedures.
- Strong interpersonal skills and ability to effectively and tactfully present information to, and communicate with, co-workers, employees, and others.
- Able to establish and maintain cooperative and positive working relationships.
- Organized, detail-oriented, diplomatic, proactive, self-motivated, dependable, and driven by excellence.
- Ability to work sensitively and effectively with individuals of diverse ethnic and cultural backgrounds.
ENVIRONMENTAL AND PHYSICAL CONDITIONS:
- The majority of this position’s duties are performed in an office environment.
- Visual and physical ability to work on computers for substantial amounts of time.
- Must be able to work independently, meticulously and assertively.
- Must be able to lift up to 20 pounds.

Pay: $73,000.00 - $100,000.00 per year
