The City of Salinas is offering a HIRING INCENTIVE BONUS of $20,000 for newly hired Senior Civil Engineers. The incentive will be paid in four (4) installments : $5,000 will be paid upon hiring, $5,000 will be paid six months from date of hire, and $5,000 will be paid on the first and second anniversary of employment. Must become a registered Civil Engineer in the State of California within one year of hire.

The City is seeking experienced Senior Civil Engineers to organize, direct, assign, manage and coordinate the work of either the development engineering, engineering services, or water, waste and energy division in the Public Works Department. Summary of Duties : Under general supervision, organizes, directs, assigns, manages and coordinates the work of an Engineering Division in the Public Works Department. Directs and coordinates the work of assigned engineering staff; and directs and performs complex professional-level field and office engineering activities.
Distinguishing Characteristics : This is a senior level job in the engineering series of the Public Works department. This position has considerable experience and expertise and performs highly involved, complex, non-routine, and managerial tasks. Performs most work with little to no supervision and is responsible for personnel, policy, and procedural development.
Supervision Received and Exercised : Receives general direction from the Department Director or designee. Exercises general supervision over professional and technical staff.
Essential Job Functions
- Oversees, supervises, and directs all division work; provides support and guidance for the formation, planning, permitting, surveying, design, construction, and inspection of city infrastructure projects
- Plans, assigns, directs, and reviews the work of numerous engineering staff, private consulting firms, construction inspectors, and various contractors; attends meetings, delegates work, schedules activities, and provides management and direction; performs site visits and evaluations
- Prepares and makes presentations to City Council, City commissions and other boards as assigned
- Participates in the planning, development, and implementation of the Public works budget; review plans and specifications, estimates, land surveys and other documents to ensure financial requirements are considered in the budget
- Supervises employees within the division, offers guidance and direction, ensures proper training, performs evaluations, and provides other supervisory support
- Participates in a wide range of meetings and conferences; represents the City at meetings with outside agencies; engages professionally with other departments, governmental agencies, regulatory bodies, advisory boards, and others to promote quality service and professional standards
- Responds and assists the general public with a wide range of inquiries and requests; handles requests for information from permit applicants, engineers, consultants, vendors, and other City departments; ensures proper documentation and reporting accuracy
- Develops, drafts, and implements division policies, procedures, staff reports and standards; promotes safety in the workplace and that work done is in line with the City's goals and objectives; coordinates, manages, and supports vendors, employees, and other departments through exceptional professionalism and procedural adherence

Experience : Five years of increasingly responsible supervisory and professional civil engineering experience.
Licenses and Certifications : A valid State of California Driver's License; must become a registered Civil Engineer in the State of California within one year of hire; Qualified Stormwater Pollution Prevention Plan (SWPPP) Developer (QSD) highly desirable.

Working environment is shared between an office and outside. Work outdoors under adverse conditions in heat, wind, cold, and rain. Must drive a vehicle and travel to job sites, trainings, meetings, seminars, and classes.
Employee must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.
