The City of Salinas, Fire Department is seeking an experienced professional to work as the Deputy Fire Marshal and provide expertise and leadership.

The selected candidate must pass an extensive background and criminal investigation check. This is an open until filled recruitment and may close at any time without prior notice. This recruitment will be used to establish an eligible list.

DEFINITION:
Under direction of the Fire Chief or designee to perform fire inspections, plans examination, investigations, and prevention activities; to enforce fire codes, laws, and regulations relating to fire protection, prevention, and safety; to determine cause of fire and gather evidence in arson cases; and to do related administrative and suppression work as required.

SUPERVISION RECEIVED AND EXERCISED:
General supervision is provided by the Fire Chief or designee. Responsibilities may include providing functional or technical supervision over sworn and non-sworn personnel in areas related to fire prevention and investigation activities.
  1. Assist with the planning, organizing, directing and evaluating all functions of the Fire Prevention Division.
  2. Develops policies and procedures.
  3. Manage and evaluate the work of technical and professional staff; conduct and review performance evaluations; prioritize and assign work; ensure inspection staff are trained. 
  4. Develop, implement, and conduct public education programs for fire safety.
  5.  Inspects occupancies as defined by state and local fire codes and to ensure compliance with state and local fire codes, ordinances and regulations.  Inspects State facilities as requested or required by the State Fire Marshal.
  6. Conduct fire prevention surveys and enforce fire safety regulations in the operation of places of public assembly.
  7. Provide excellent customer service and maintain professional working relationships to internal, external customers and those contacted in the course of work. 
  8. Assist with fire investigations as directed. 
  9. Comply with laws of arrest, evidence, search, and seizure, and testify in court as required.
  10. Prepare and maintain written reports.
  11. Review plans and specifications on proposed buildings and subdivision development for adherence to fire and safety laws and codes.
  12. Interpret codes as applied to new development, alterations, and additions to existing structures.
  13. Under direction, prepare new code adoptions to enhance community fire protection.
  14. Provide highly responsible and technical staff assistance.
  15. Attend meetings and conducts presentations as required. 
  16. Reviews and interprets various professional reports and technical documents. 
  17. Assist in development of the annual budget.
  18.  Investigate and respond to citizen complaints of fire code violations.
  19. Promote and maintain safety in the workplace.
  20. Performs other duties as assigned.
Knowledge of:
  • Fire Department policies, rules and regulations. 
  • State and local codes, including Title 19 and Title 24 of the California Administrative Code, California Fire Code, California Building Code, National Fire Protection Association code and standards.
  • Principles and techniques of supervision, leadership, and training.
  • Basic investigation principles.
  • Search and seizure laws.
  • Procedures for processing criminal cases.
  • Public education teaching principles.
  • Laws of arrest.
  • Juvenile law.
  • Laws, ordinances, and regulations regarding fire prevention and fire protection devices and systems.
  • Principles, practices, and methods of handling, transporting, and storing hazardous materials.
  • Basic construction methods and materials.
  • Standard computer software and record management solutions.
Ability to:
  • Recognize fire and structural hazards in special processes or facilities, including industrial, commercial, and residential buildings and occupancies.
  • Communicate clearly and effectively, orally and in writing.
  • Interpret and effectively apply all related codes, ordinances, and laws to fire hazard situations.
  • Read and interpret technical documents.  
  • Utilize industry best practices, follow proper inspection techniques, and detect deviations from plans, regulations, and standard safety practices.
  • Apply technical knowledge, follow proper inspection techniques, and detect deviations from plans, regulations, and standard safety practices.
  • Maintain cooperative relations with Department staff and those contacted in the course of work.
  • Train and instruct fire personnel in modern fire prevention methods, techniques and theories.
License or Certificate:
  • Possession of a valid California Driver’s License.

(Completion of California State Fire Marshal Fire Prevention I certification will be accepted in lieu of the California State Fire Marshal Fire Inspector I coursework.)

(Completion of California State Fire Marshal Fire Prevention II certification will be accepted in lieu of the California State Fire Marshal Fire Inspector II coursework.)

  • Within two (2) years of hire, must possess a California State Fire Marshal Plans Examiner Certification (Plans Examiner 1A-1C) or International Code Council equivalent certification in compliance with NFPA 1031 may be considered.
  • Highly desirable: Fire Marshal 1A-1E

Education and Experience:
  • High school diploma or G.E.D. 
and 
  • Seven (7) years of increasingly responsible experience performing fire prevention related work, plan review, construction, and/or building inspections. 
or
  • Associates degree in Fire Technology, Fire Science, Building Design, Construction, Environmental Studies, Business Administration or 60 units in related field from an accredited college or university and five (5) years of increasingly responsible experience performing fire prevention related work, plan review, construction, and/or building inspections.
Physical Demands and Working Conditions
Physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, business machines and related equipment; vision sufficient to read printed materials; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in a normal conversational distance, on a two-way radio, on the telephone and in addressing groups; physical agility to push/pull, squat, twist, turn, bend, stoop and reach overhead; physical mobility sufficient to move about the office work environment, and to move about the scene of a fire or other emergency situation, a physical strength to lift up to 30 lbs.; physical stamina sufficient to sit for prolonged periods of time;  Mental acuity to maintain calm efficient judgment in serious situations involving quick action or mental stress and to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.

Business office working environment, and occasional work in the field. Subject to sitting at a desk, bending, crouching, or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal.   Occasionally working outdoors in all types of climate subject to various weather conditions. Physical mobility sufficient to move about the work environment including walking on wet uneven surfaces, ability to drive an automobile. Occasionally will climb ladders and work at heights of up to 50 feet. 
Employee must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.

This position is designated as a disaster service worker under California Government Code Title 1, Section 3100.
