GENERAL PURPOSEThe Maintenance Supervisor is responsible for overseeing the operations related to the upkeep, inspection, maintenance, and repair of the city’s public works infrastructure and facilities. Work involves supervising personnel, managing construction and repair activities, and controlling inventory.The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. - Supervises, provides guidance to, conducts performance reviews, and reviews the work of maintenance workers to accomplish operational plans and results.
- Assigns, plans and oversees the workflow and time utilization of staff in the assigned functional area/s; schedules, assigns and communicates daily activities and deadlines to staff.
- Implements and evaluates effective work programs, techniques, procedures, and implements safety and training programs; makes recommendations to improve work programs.
- Assists Manager/Superintendents in developing and evaluating work programs, resolving technical problems, and providing community responses.
- Assists the Superintendent in developing and managing the Maintenance Division biennial budget.
- Implements the maintenance, repair, and upkeep of outdoor public spaces, coordinating projects with municipal customers.
- Administers established department emergency management policies and procedures as required.
- Monitors construction and maintenance projects to ensure timely and cost-efficient completion; maintains standards for materials and construction; regularly inspects work-in-progress and provides technical direction as needed; troubleshoots and develops solutions for complex technical problems.
- Assists in managing citywide maintenance functions including supervision of staff and maintenance contracts, ensuring all practices and regulations are followed.
- Coordinates multiple maintenance contracts with private contractors and public agencies.
- Evaluates and implements operational programs and assigns tasks in an electronic/digital work order system to record activities and maintain pertinent records.
- Controls inventory for assigned functional areas.
- Provides information and responds to questions and complaints regarding city projects; contacts internal customers, residents, and businesses to inform them of work to be performed.
- Routinely works in the field to supervise the crew and assist with tasks as needed.
- Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
- Shall be required to respond to emergency calls and/or arrive onsite in response to weather events and emergency situations, including evenings, weekends, and holidays based on organizational responsibilities or requirements.
- May fill in for superintendent on a temporary basis when necessary. This may include supervising a crew in another area.
- Reviews and evaluates work methods and procedures, meeting with management staff to identify and resolve problems.
- Completes performance evaluations of the maintenance workers I, II’s, and Leads.
- Manage maintenance staff to the provisions of the Union’s collective bargaining agreement.
- Assesses and monitors workload; identifies opportunities for improvement and implements changes.
- Selects, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
Employees must reside in Washington State and participate in a rotation schedule to support the standby/on-call employee when technical issues arise or to arrive onsite as needed. They must also be able to reach the site within two hours including evenings and weekends.
CERTIFICATIONS AND LICENSES
- Must possess and maintain a valid Washington State Driver License and the ability to drive a city-owned vehicle per established policies, procedures, and safety guidelines at time of hire.
- Possession of or the ability to obtain a Washington State Class A Commercial Driver License (CDL) upon successful completion of probation.
- Must possess and maintain or obtain within one (1) year of hire, the following certifications: 24-hour HAZWOPER, Washington State Traffic Control Flagger and First Aid CPR/AED.
Previous Public Works maintenance and supervisory experience.
KNOWLEDGE OF
- Procedures and techniques pertaining to right-of-way maintenance including concrete and asphalt drainage repairs and vegetation control.
- Methods of street, stormwater, sidewalk, sign, and marking maintenance and construction, including installation and repair.
- Operating and maintaining heavy equipment, fleet trucks, gas powered equipment and tools, and hand tools standard to construction and maintenance.
- Work hazards and the ability to follow established safety procedures and regulatory guidelines pertaining to the work.
- Prepare work schedules, prioritize assignments, problem solving service provision issues, and training less experienced staff.
- Complete work amidst competing priorities, stressful weather and traffic conditions, and emergency situations.
- Use of Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
- Clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation
- Responsive and flexible handling of work assignments and prioritizing work to complete assignments accurately and timely.
- Maintain a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.
- Regularly attend work and arrive punctually for designated work schedule.
