What are the responsibilities and job description for the CONSERVATION MANAGER, KEEP SAN ANGELO BEAUTIFUL (KSAB) position at City of San Angelo Texas?

We are currently seeking:
A Conservation Manager to join our team. Under the guidance of the Solid Waste Division, the Conservation Manager oversees and administers the operations of the Keep San Angelo Beautiful (KSAB) organization including fundraising, marketing, community outreach, and hosting events. The Conservation Manager also promotes other related activities within the City including water conservation, environmental and sanitation programs, as well as acts as the City's Water Conservation Manager.
Your responsibilities will include:
- Leading and administering KSAB and its operations in a manner that supports and guides KSAB's mission as defined by the Board of Directors.
- Functioning as the City's Water Conservation Manager and performing related activities, especially those as prescribed in the City's adopted Water Conservation Plan.
- Providing information, education, promotion and enhancement of various water conservation programs, KSAB events, and environmental and sanitation concerns to the public through meetings, presentations, and media relations.
- Investigating and assisting with enforcement of the City's water conservation ordinances.
- Developing resources sufficient to ensure the financial and operational health of the division.
- Identifying and developing programs in support of the division and in compliance with new and proposed legislation. Continuously evaluating and auditing such programs for effectiveness and compliance.
- Ensuring fiscal integrity of the division, to include procurement and financial duties in accordance with local, State, and Federal regulations as well as expectations of City Management and the KSAB Board.
- Developing and leading fundraising activities, grant applications, and other resources necessary to support the division's mission.
- Pursuing grants and other funding for program activities; prepares grant expenditure reports.
- Compiling, submitting, and presenting to City management and the KSAB Board timely, accurate, and comprehensive reports including financial reports, annual budgets, event details, performance reports, etc. for general informational purposes and/or to make informed decisions.
- Working cooperatively with City Management, the KSAB Board of Directors, City staff, and various external entities and organizations to coordinate activities and events and to ensure that the mission is fulfilled through programs, strategic planning and community outreach.
- Hiring and retention of competent, qualified staff.
- Responsible for signing all notes, agreements, and other instruments made and entered into and on behalf of KSAB.
- Hours: Typical hours are Monday - Friday 8:00 - 5:00. Evenings, weekends, and holidays may be required.
- Regular and timely attendance is required.

- Operating a personal computer and other technologies and utilizing a variety of business software.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Bachelor's degree in Earth Sciences, Business or Public Administration, and three year's work experience in public sector program, non-profit, and project management; or an equivalent combination of education and experience.
Required Licenses or Certifications:
- A valid Texas Driver License with a good driving record is required. Required to pass a background investigation.
- Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
Physical Demands / Work Environment:
- Works primarily in an office environment.
- Some outdoor activity and light labor during events may be required.
