What are the responsibilities and job description for the TRAFFIC SUPPORT TECHNICIAN position at City of San Angelo Texas?

We are currently seeking:
A traffic support technician to join our team and perform skilled work in the production, repair and/or installation of signs and/or perform highly skilled carpentry work. In this role, you will serve as a lead worker and train other technicians. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Your responsibilities will include:
- Serving as a lead worker and training other technicians.
- Assisting in scheduling and assigning work.
- Designing signs with CAD software and graphic software.
- Maintaining GPS data collected for sign reflectivity and inventory.
- ESRI ArcGIS database management.
- Performing basic installation of traffic signs and pavement markings; following all safety rules and regulations on the job site; duties may vary according to job assignment.
- Assisting with traffic control flagging and the maintenance and repair of traffic control signs as directed.
- Operating equipment in accordance with all safety regulations and procedures; identifying and reporting mechanical problems requiring additional repair.
- Completing daily work log, incident and accident reports.
- Assuring that hazardous materials are cleaned up according to City policy and procedures; responding as directed to perform emergency assistance work.
- Ability to be on call as needed
- Following all safety rules and regulations on the job site.
- Drawing signs utilizing computer graphics software according to specifications and the sign manual.
- Ordering supplies and pre-made signs.
- Performing and maintaining inventory of signs.
- Making sign blanks.
- Operating letter-cutting machine.
- Performing highly skilled carpentry work; moving equipment/tools, materials and finished products as required.
- Operating radios.
- Cutting stencils.
- Repairing and installing sign supports, sign foundations, and delineators in accordance with the Manual on Uniform Traffic Control Devices
- (MUTCD) and other departmental guidance; moving items related to these activities as required.
- Mixing and placing concrete for sign support foundations; moving cement bags and other items related to these activities as required.

Requirements and Skills:
- Operating equipment used in the installation and maintenance of traffic signal systems.
- Operating and maintaining tools and equipment in a safe and effective manner.
- Closely following verbal and written instructions and procedures.
MINIMUM QUALIFICATIONS:
Education and Experience:
Graduation from high school required, with an Associate's Degree preferred or equivalent plus three (3) years' experience in CAD design, computer graphics, carpentry or making, installing and/or repairing signs; traffic management; transportation engineering or design; or the installation, troubleshooting, testing, maintenance and repair of traffic systems; construction or digital data communications may be substituted for experience on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
Required Licenses or Certifications:
- Must possess a valid Texas Driver's License.
- Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
- Preferred International Municipal Signal Association (IMSA) Work Zone Traffic Control Safety Certification; IMSA Level 1 Signs & Markings or equivalent training and certifications.
Physical Demands / Work Environment:
- Work is performed indoors in a shop environment and outdoors in City traffic; required to perform moderate physical work, and lift and carry up to 117 pounds.
