Under general direction, is responsible for assisting the Capital Programs Manager in directing the activities of the Capital Programs Division which provides a broad range of management, contract administration, and architectural/engineering services in the development and implementation of Capital Improvement Projects. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

- Assists in developing administrative and operational plans in conjunction with the Department Director in order to accomplish project completion as efficiently as possible.
- Assists in supervising the Capital Programs staff to include all aspects of personnel management and project oversight.
- Assists in formulating overall Capital Projects implementation strategy.
- Assists in preparing project status reports based on project control team reports and feedback.
- Assists in compiling construction data and coordinating with City Public Service, San Antonio Water System, and public, private, and franchised utility companies to expedite the relocation of utilities.
- Assists in establishing priorities and goals for project control teams.
- Assists in visiting project job sites and reviewing contractor job progress.
- Assists in resolving construction related conflicts and disputes.
- Assists in preparing budget input data.
- Assists in preparing council agenda items (i.e.; proposal acceptance, services contracts, additional fees, construction contract award, field alterations, additional construction funds, railroad and State Highway agreements).
- Assists in initiating interest statement packages, monitoring Architect/Engineer contract schedules and maintaining Architect/Engineer master lists.
- Assists in preparing and submitting bond fund sale and CDBG fund needs and status of funds.
- Assists in initiating and revising project cost data reports and approving payments to consultants, contractors, etc.
- Performs related duties and fulfills responsibilities as required and as directed.
- Bachelor's Degree from an accredited college or university.
- Four (4) years of increasingly responsible experience in City Management Administration, Budget/Finance, or Capital Projects Administration, including knowledge of construction management.
- Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records check upon employment.
- Must maintain federally mandated security clearance required to work at an airport at all times.
Preferred Qualifications
- Bachelor's Degree in Engineering, Construction Management, or other related field.
- Contract management experience on large capital construction projects.
- At least five years' experience working in the field of Aviation related planning, design, and construction.
- Staff/supervisory experience managing a(n) design/engineer/technical staff of 3 or more personnel.
- Knowledge and familiarity with FAA policies and procedures as it relates to Airport planning, funding, grants, and construction.
- Valid Class "C" Texas Driver's License.

One year of higher education is defined as 30 credit hours completed at an accredited college or university.
- Full-time City of San Antonio employees are allowed to substitute two years of related experience for one year of higher education or one year of related higher education for two years of experience. Effective July 9, 2010, external applicants must meet the minimum requirements of the job without substitution.
- Knowledge of construction management and sequencing of engineering, utilities, right of way, and construction activities.
- Knowledge of professional service and construction contracts (i.e. architectural, engineering, highway, and building).
- Knowledge of principles and practices of supervision, training, and personnel management.
- Knowledge of principles of accounting.
- Knowledge of City standards and specifications related to construction.
- Skill in utilizing a personal computer and associated software programs.
- Skill in project scheduling.
- Skill in operating a two-way radio.
- Ability to use a computer keyboard and other basic office equipment.
- Ability to establish and maintain effective working relationships with City staff and the general public.
- Ability to determine the amount, type, and cost of items involved completing additional work to ensure a fair and equitable price is paid for an additional work.
