What are the responsibilities and job description for the Audit Manager position at City of San Antonio?
Under general administrative direction, performs the most complex financial, contract compliance, performance/operational and grant audits in accordance with generally accepted and governmental auditing procedures, practices, and standards. With limited supervision, leads other auditors in performing assigned audit steps and procedures. As required, provides assistance to the external auditors for the annual financial and single audits, special investigations, and advisory services to the Council and their staff. This position requires work schedule flexibility as required to perform audits of City operations that are 24 hour/7 days per week.

- Leads and supervises a team of professional auditors through multiple audit projects concurrently.
- Contributes to annual audit plan risk assessment and planning, and related City budget process review.
- Performs all aspects of audit projects without supervision, from initiation to final report.
- Demonstrates proficiency in all aspects of written communication and documentation.
- Directs and provides guidance to assigned auditors on programs, work papers, procedures and steps as required for their projects and education/experience level.
- Assists in developing individual on-the-job training and development plans for other auditors.
- Evaluates complex management controls, identify control weaknesses, and formulate recommendations to improve the control environment.
- Leads conferences and meetings for assigned projects; occasionally involves traveling to audit sites and using a personal cell phone to communicate.
- Reviews and assesses other audit team members' behavior and work form completeness and appropriateness, and provide feedback/comments to team members.
- Performs accounting system surveys of agencies due to receive Federal, State, and/or City funds.
- Researches and analyzes State and Federal laws, regulations, policies, procedures, grant audit guides, and contract provisions pertaining to programs or activities to be audited.
- Participates in special investigations, projects and programs requested by City Council.
- May assist in hiring, training, supervising and evaluating subordinate auditors.
- Performs other related duties and fulfills responsibilities as required.
- Bachelor's degree, from an accredited college or university with major course work in accounting or a related business field with significant
quantitative and analytical content - Eight (8) years of auditing, accounting, or related analytical business experience including two (2) years of related supervisory or management experience
- Valid Class "C" Texas Driver's License.
- Certification as a CPA, CIA, CFE or CISA.
- Experience as a government auditor.
- Current with audit or accounting Continuing Professional Education
(CPE) credits.

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
- Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
- Demonstrate advanced knowledge of government, Institute of Internal Auditors or AICPA auditing standards.
- Advanced knowledge and ability in automated accounting and financial record keeping and reporting systems.
- Knowledge of advanced theory, practices, procedures and methods of auditing and of governmental, non-for-profit, and non-governmental accounting.
- Advanced knowledge of auditing and standardization of working paper procedures and techniques, especially electronic.
- Excellent ability to demonstrate to other auditors the composition of clear, concise audit procedures, findings, and recommendations and audit reports.
- Ability to perform audit projects from inception to completion without difficulty or errors.
- Ability to effectively manage assignments within agreed upon budget hours and deadlines.
- Outstanding ability to communicate clearly and effectively.
- Exceptional ability to understand audit data, documents, and reports.
- Demonstrated ability to proficiently lead/supervise the work of other auditors.
