Job Summary
Under direction, is responsible for performing professional work as part of a project team preparing and disseminating information to citizens, businesses, and City officials on upcoming or current capital improvement projects. Working conditions are primarily in an office environment. Exercises no supervision.

Essential Job Functions
- Conducts research, gathers information, and maintains an efficient system of immediately available data.
- Serves as a liaison for citizens, businesses, and construction company representatives to inform and facilitate solutions to problems.
- Prepares and distributes flyers to citizens and businesses who will be impacted by project construction.
- Attends all project related meetings such as Pre-Bid Pre-Construction and design team meetings.
- Responds to citizen complaints and inquiries concerning capital projects.
- Facilitates the design and installation of project signs.
- Plans and prepares press releases and public service announcements.
- Visits construction sites on a regular basis to monitor project progress.
- Reviews contracts and construction schedules as they relate to phasing and the progress of the project.
- Prepares detailed written reports on regular basis.
- Compiles and maintains project information and data, including current project status and construction design.
- Researches and recommends solutions to project related problems that may cause citizen inconvenience.
- Plans, prepares, and conducts community meetings held during and after regular work hours.
- Provides easily accessible information for use by the City Manager, City Council, or other interested parties through the use of electronic data processing equipment.
- Performs related duties and fulfills responsibilities as required.
Job Requirements
- Bachelor's Degree from an accredited college or university.
- Three (3) years of capital projects or construction related experience.
- One (1) year of public engagement experience.
- Valid Class "C" Texas Driver's License.
- Customer service driven individual who thinks creatively to provide service to the public within the policy and budget constraints of the projects or organization.
- Proficiency in speaking publicly to large and small groups both in-person and through video conferencing tools (e.g. WebEx, Zoom).
- Capable of speaking in front of a camera and with a microphone in a poised and collected manner.
- Ability to take technical concepts and effectively communicate those concepts to a non-technical audience in group or one-on-one settings without using industry jargon.
- Experience working in a team environmental that promotes mutual accountability, fosters trust, and is committed to delivering projects to the client.
- Experience dealing with Homeowners, Businesses, Neighborhood Associations and the general public (i.e. the clients for City of San Antonio projects).
- Comfortable presenting information to high level management and political leadership.
- Knowledge of (or an ability to learn and understand) engineering and construction practices and methods.
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
