Under general supervision, is responsible for performing engineering work and executing varied preparatory work for an engineering work program in a major City department. Working conditions are primarily in an office environment. May exercise functional supervision over assigned staff.

- Performs the necessary preliminary work for the design and construction of public works projects.
- Directs subordinate personnel in the performance of all preparatory work (depending on area of assignment).
- Revises project plans and specifications and legal requirements.
- Inspects construction in progress for conformance with plans and specifications and makes adjustments when necessary.
- Coordinates with other divisions, departments, or municipal agencies on projects under design.
- Meets with consultants on various projects to discuss designs and design problems.
- Prepares cost estimates and monitors budgets on assigned projects.
- Responds to citizen inquiries and complaints regarding assigned projects.
- Provides technical assistance to other divisions and departments.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's Degree from an accredited college, university, or engineering school approved by a State Board of Registration for Professional Engineers and no experience.
- No substitution for education allowed.
- Valid Class 'C' Texas Driver's License.
- Skill with CAD software.
- Knowledge of City's 5-Yr Rolling IMP & Street Maintenance Program.
- Proficient knowledge of street and drainage engineering design and construction.
- Knowledge of construction project engineering practices, methods, and procedures.
- Knowledge of construction material, specifications, and installation processes.
- Knowledge of concrete construction techniques, specifically sidewalks, concrete drainage structures, and related street structures.
- Skill & experience with construction management.
- Skilled in communications with stake holders/users/residents.
- Public relations communications.

- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
