About the Engineering Project Manager Position :

The City of San Bernardino is seeking a strategic Engineer with strong experience in managing multiphase capital improvement projects and land development projects from conceptual initiation through construction closeout. The Engineering Project Manager is responsible for coordinating services, strategies, management programs and complex projects of the Public Works Department. The incumbent provides leadership and direction to other Engineering staff and works as the primary project liaison and has overall engineering and / or administrative responsibility for the design, bid, compliance, development and administration of contracts, budgets, construction and operation of multiple, major, multi-year Public Works Improvement Projects.

The recruitment will establish an eligibility list for the Land Development Engineer and Engineering Project Manager vacancies.

The Ideal Candidate :

The ideal candidate will be a CA registered Professional Engineer with excellent time management and organizational skills; and public sector engineering project management experience.

We are looking for candidates with :

  • Problem Solving : Quick to identify issues and implement solutions to keep projects on track.
  • Project Management and Planning : Developing project plans and ensuring projects are completed on time and within budget.
  • G ood communication : the ability to effectively communicate complex technical information clearly and concisely verbally and in writing.

Essential Duties & Responsibilities

Essential Functions : Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following :

  • Serves as project manager for assigned projects from conception through implementation; develop requests for bids, qualifications and proposals; solicit bids; prepare budgets; prepare designs and specifications; review the work of consultants and contractors; ensure compliance with plans, specifications, and City and regional standards; recommend modifications as necessary.
  • Reviews public and private improvement plans such as street and capital improvement plans for compliance with City ordinances, right-of-way issues, lot-line adjustments, and for overall integrity.
  • Directs and prepares responses, reports, legal descriptions, permit applications, civil and architectural plans, specifications, and other documents.
  • Establishes appropriate indicators to track assigned projects in terms of both output and outcome including costs, schedule adherence, and quality.
  • Participates in the selection of architects and contractors; negotiates contracts with service providers.
  • Develops administrative reports to present to the City Council and general public.
  • Identifies, investigates and resolves project-related problems affecting adjacent property owners, contractors and others to keep all construction activities on track and moving forward.
  • Coordinates construction with design, traffic, right-of-way sections, city departments and outside agencies as appropriate. Consults with contractors, engineering consultants and staff, developers and others on public works projects, engineering problems, engineering design, method and standards.
  • Identifies and recommends contract change orders where appropriate; prepares required State and Federal reports for various construction projects, and other reports, memos and correspondence related to contract compliance.
  • Reviews daily inspection reports; prepares periodic reports on the progress of all contracts; compiles and maintains statistics and records on project status and contractor performance; performs inspections in the field on special and more complex inspection assignments; conducts final review of all projects.
  • Evaluates and analyzes City codes, policies, and issues to recommend and implement revisions or solutions within scope of authority; ensures compliance with all laws, policies, regulations, timelines, and goals; interprets statutes and regulations; coordinates programs with local, state, Federal, and regional agencies.
  • Manages the collection, compilation, and presentation of project, operational, and financial data; prepares and presents proposals and various special and recurring reports; participates in various meetings with City Council, regional government organizations, community groups, and state and Federal agencies.
  • Provides direction, management, and guidance on programs, activities, and issues; coordinates projects, evaluates workload, and prioritizes and coordinates work assignments; monitors workflow and accuracy of work to ensure the appropriate allocation of resources.
  • Trains, coaches, and instructs employees as required to accomplish required tasks and duties; participates in staff evaluations with designated supervisor to provide impartial feedback regarding performance.
  • Represent the Engineering Division in meetings with contractors, engineers, developers, property owners, attorneys, and representatives of other public agencies to discuss / negotiate projects.
  • Regular attendance is an essential function of this classification.
  • Performs other duties as assigned.
  • Job Requirements

    Knowledge of -

  • Project management principles, techniques and tools.
  • Civil engineering design and construction principles and practices including plan review / analysis, conducting site and field investigations.
  • Public administration and management principles, including general administration, human resources management, and fiscal management and accounting principles and practices.
  • Federal, state, and local regulatory codes related to public works activities and operations.
  • Public contract law, purchasing and procurement procedures.
  • Mathematics including geometry, trigonometry, and calculus.
  • Recent developments, current literature and services information related to innovations and trends in civil engineering design and development.
  • National Pollutant Discharge Elimination System (NPDES) Permit and its application to municipal government, development and capital projects.
  • Principles and techniques of records and program management, purchasing and procurement procedures, project funding and budgeting.
  • Personal computers, and standard business software applications.
  • City policies and procedures to successfully meet established goals and objectives.
  • Uses and operations of computers and standard business software.
  • Skill in -

  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Performing a wide scope of professional engineering analysis.
  • Conducting reviews of designs, plans, and specifications prepared by others.
  • Analyzing issues and making logical recommendations.

  • Establishing and maintaining effective and appropriate working relationships.
  • Using initiative and independent judgment within established procedural guidelines.
  • Communicating effectively in a variety of public settings.
  • Preparing clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  • Minimum Qualifications

    Education and Experience :

  • Bachelor's Degree in civil engineering or a closely related field;
  • Five (5) years of progressively responsible project management, civil engineering, and public works experience, at least two (2) of which were in a management capacity; or an equivalent combination of training and experience.

    Licenses, Certifications, and Equipment :

    A valid State driver's license is required.

    Current, valid registration as a Professional Engineer with the California State Licensing Board is required.

    Physical Requirements and Work Environment : The employee works under typical office conditions, and the noise level is usually quiet. However, up to 25% of the work may be in the field and on construction sites where the employee may be exposed to noise, dust, grease, smoke, fumes, and traffic; and work in inclement weather conditions including heat, cold and rain. While performing the duties of this job, the employee is regularly required to sit; talk and hear, both in person and by telephone; use hands to finger, handle and feel computers and standard business equipment; reach with hands and arms, and occasionally climb ladders to the top of buildings. The employee is frequently required to stand and walk and may occasionally lift and carry materials and supplies weighing up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus sufficient to read small print, computer screens and other written materials.

    The City offers an attractive compensation and benefit package, that includes :

  • Health Insurance - Monthly contribution for health, dental and vision premiums : $1,125.00 Employee Only, $1,377.00 Employee plus one, or $1,841.00 Employee plus Family. A "Health Insurance Waiver Stipend" of $4,000.00 every first paycheck of December for eligible employees who waive benefits.
  • Vacation - 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time.
  • Retirement - California Public Employees' Retirement System (CalPERS). Classic members : 2% at 55 | New CALPERS members 2% at 62.
