About the Position:  
The Project Manager of Community Development Programs (U) is responsible for a variety of high-profile City programs and projects, including CDBG, ESG, HOME, and other State and Federal Grants. This role involves managing complex tasks to create and preserve affordable and special needs/homeless housing. The incumbent will collaborate with City department directors, staff, consultants, contractors, brokers, and community members to ensure projects are well-planned, on time, and within budget.

Proficiency in Grant Management: Possesses in-depth knowledge of grant entitlement programs, including CDBG, ESG, HOME, and other funding sources
Organizational Skills: A highly organized self-starter, able to manage multiple tasks with competing deadlines while maintaining attention to detail.

Today, the City of San Bernardino serves as the county seat and is the largest city in the County of San Bernardino with a population of 222,203.  
ESSENTIAL FUNCTIONS: 
  • Work with department directors, staff, architects, planners, commissions, public agencies, developers, and others to develop and implement project feasibility studies, planning, design, construction, and other activities for assigned projects.
  • Develop, recommend, and maintain accurate project budgets, including performance measures, while managing cost and quality controls across all project activities.
  • Supervise and manage contract consultants, ensuring coordination of services, project status updates, and overall management of the design process.
  • Plan, prepare, and communicate project schedules, progress, and expenditures, and assist in establishing project milestones and critical path diagrams.
  • Review, analyze, and prepare reports on project activities and transactions, providing timely updates and status reports to stakeholders.
  • Give presentations and conduct meetings on project issues, including reports on feasibility, budgets, schedules, design alternatives, and construction, to City officials, committees, and the public.
Knowledge of:   
  • Principles and practices of public administration and project management.
  • Procedures for planning and establishing plans, specifications, construction and inspection for City projects. 
  • Design and construction principles, methods, materials and equipment. 
  • Budget preparation and administration. 
  • Applicable laws and ordinances. 
  • Contract language administration and content. 
  • Other City departments, agencies and organizations affected by capital improvement projects.
 Skills in 
  • Use common office software including Microsoft Office.
  • Evaluate alternative courses of action and reach sound conclusions within established guidelines.

Education and Experience:  

Bachelor’s degree in Public Administration, Business Administration, Planning, Engineering, Architecture or a related field.

AND

Five (5) years of progressively responsible program or project management experience involving community development and housing initiatives, including responsibility for grants applications and administration of grant awards; or any equivalent combination of education, training, and experience within a municipal agency.

Licenses, Certifications, and Equipment:
A valid California driver’s license is required.  
Certification as a Project Management Professional (PMP) is preferred but not required.
CITY BENEFITS:
The City offers an attractive compensation and benefit package, that includes:
  • Health Insurance – Monthly contribution for health, dental and vision premiums:  $1,125.00 Employee Only, $1,450.00 Employee plus one, or $1,939.00 Employee plus Family.  A “Health Insurance Waiver Stipend” of $4,000.00 every first paycheck of December for eligible employees who waive benefits. 
  • Leave – Vacation beginning at 80 hours after one year, 96 hours of sick leave annually, 13 holidays, plus 18 hours of floating holiday time. 
  • Retirement - California Public Employees’ Retirement System (CalPERS). Classic members: 2% at 55 New CALPERS members 2% at 62.

Department Interviews
Tentatively scheduled for the week of March 10, 2025. Actual hire depends on success in the departmental selection process. 

Successful candidates will be placed on an eligible list, and highly qualified candidates will be referred to the appointing authority for further consideration. Candidates advancing in the selection process will receive information/instructions via email only.   

 Pre-employment process may include, but is not limited to: 
  • Application Review.
  • Oral Exam.
  • Background Investigation with the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
  • Pre-employment Medical Exam, including drug test.
  • Employment/Professional Reference Check.
