About the Position:

The City of San Bernardino is seeking a knowledgeable and experienced Traffic Engineer to join our Public Works Department. This full-time position is responsible for managing the operations, programs, and staff of the Traffic Engineering section, with a focus on traffic safety, mobility, and long-range transportation planning. The ideal candidate will have a strong background in traffic and civil engineering, demonstrate effective leadership and project management skills, and be comfortable working collaboratively with city staff, developers, and regional partners.   • Traffic Engineering Expertise: Brings in-depth knowledge of transportation planning, traffic safety, and operations, with a strong ability to lead complex traffic studies and implement data-driven solutions.
  • Leadership and Collaboration: Demonstrates sound judgment and leadership in managing staff, coordinating projects, and working collaboratively across departments and with external stakeholders.

Day in the life consists of:
As a Traffic Engineer with the City of San Bernardino, your day will center around managing traffic operations, enhancing safety, and supporting the City's transportation goals through collaboration, analysis, and leadership. You’ll be responsible for a wide range of duties that impact how people move through the community. Your day may include:

  • Leading and managing the daily operations of the Traffic Engineering section, including oversight of staff, programs, and work plans. 

  • Reviewing land development project plans, traffic impacts studies, and signal designs to ensure compliance with safety and circulation standards.

  • Providing technical guidance and professional recommendations to City management, internal departments, and external stakeholders.

  • Responding to traffic safety concerns from residents and City officials; analyzing traffic collision data and recommending mitigation strategies.

  • Overseeing the design and construction of traffic-related Capital Improvement Projects, including signals, striping, and signage.

  • Coordinating with local and regional agencies on transportation planning efforts and long-range infrastructure improvements.

  • Monitoring and optimizing the City's traffic signal control systems to improve traffic flow and reduce delays.

  • Preparing staff reports, making public presentations, and supporting transportation policy and program development.

  • Engaging with the public and community partners to promote traffic safety and mobility initiatives across the city.

Education and Experience
Bachelor’s degree in civil engineering; and six (6) years of professional civil or traffic engineering experience, at least two (2) of which were in a supervisory or program management capacity; or an equivalent combination of training and experience.
 
Licenses, Certifications, and Equipment
A valid California driver’s license is required.
Current, valid registration as a Professional Engineer in civil or traffic engineering with the California State Licensing Board.


Knowledge of:
  • Theories, principles, and practices of transportation planning, traffic engineering, and civil engineering.
  • Traffic modeling and forecasting methods.
  • Computer applications relating to traffic engineering or analysis and traffic operations.
  • Administrative principles and methods.
  • Current trends, laws, regulations, and standards applicable to the section’s responsibilities.
  • Principles and practices of public administration.
  • Research methods and data analysis techniques.
  • Principles and practices of effective business communication.
  • Operation of standard business computer software.
  • Principles and practices of effective management and supervision.
  • City human resources policies, procedures, and labor contract provisions. 

Skill in:
  • Strategically planning, organizing, designing, implementing, and monitoring transportation and traffic engineering projects. 
  • Planning, organizing, assigning, reviewing, and evaluating the work of professional and technical staff.
  • Providing professional assistance on all aspects of traffic engineering. 
  • Analyzing technical transportation design and engineering problems, evaluating alternative approaches, and adopting effective solutions. 
  • Understanding, interpreting, explaining, and applying City traffic operations and safety rules, regulations, policies, procedures, and applicable local, state, and federal legislation and regulations. 
  • Reviewing and interpreting engineering plans, codes, regulations, and other complex technical documents. 
  • Reviewing and interpreting CIP engineering plans, land development project plans, and other detailed technical documents.
  • Exercising sound independent judgment within general policy guidelines.
  • Communicating clearly and effectively, both orally and in writing.
  • Preparing clear, concise and comprehensive correspondence, reports, and other written materials.
  • Establishing and maintaining effective relationships.

  • Starting salary based on education and/or experience and internal equity.
